Weatherization Program Notice 24-8 Weatherization Assistance Program Enhancement and Innovation Policy and Reporting – REVISED

Weatherization Program Notice 24-11: Weatherization Assistance Program Guidance for SERC Grants
Issued Sept. 26, 2024, Weatherization Program Notice (WPN) 24-11 addresses policies for implementation of the Sustainable Energy Resources for Consumers (SERC) grants under the U.S. Department of Energy’s (DOE’s) Weatherization Assistance Program (WAP). This guidance applies to SERC annual and Bipartisan Infrastructure Law (BIL) awards and includes policies specific to SERC funds. This WPN clarifies the requirement of completing energy audits on all SERC units and specifies that SERC funds should not be used when measures meet Savings-to-Investment Ratio (SIR) guidelines and are included in the Grantee’s approved energy audit. Weatherization Memorandum 138: Program Year 2025 Weatherization Assistance Program Draft Grant Guidance (ARCHIVED)
This memorandum is superseded by Weatherization Program Notice 25-1: Program Year 2025 Weatherization Grant Application Information. Weatherization Memorandum 139: WAP Formula Update for Program Year 2025
Memo 139 was issued Nov. 18, 2024. This memo announces that WAP is updating the data in the funding formula for Program Year 2025. Currently, WAP is operating under a short-term Continuing Resolution (CR) for Fiscal Year (FY) 2025, expiring Dec. 20, 2024. DOE is unable to issue WPN 25-2 Program Year 2025 Grantee Allocations until a budget is passed by Congress and signed by the President. In prior years, DOE has instructed Grantees to use the previous year’s Grantee Allocations for planning purposes along with the annual application instructions. For PY 2025 planning purposes, DOE is providing estimated Grantee allocations at the PY 2024 funding level using updated data. Download WAP Memo 139.
Weatherization Program Notice 25-1: Program Year 2025 Weatherization Grant Application Information
Issued Nov. 18, 2024, WPN 25-1 provides programmatic information to Weatherization Assistance Program (WAP) Managers to develop a WAP Grantee Plan to ensure that funds are dispersed to weatherization providers in a timely manner. Download WPN 25-1.
Weatherization Program Notice BIL-7: WAP Bipartisan Infrastructure Law Award Extension and Obligating Remaining 50% of Funding
Issued Dec. 4, 2024, WPN BIL-7 addresses critical updates to the Weatherization Assistance Program (WAP) Formula Bipartisan Infrastructure Law (BIL) grant program by:
- Extending the grant period of performance to June 30, 2029.
- Extending the Average Cost Per Unit (ACPU) to an average over seven years to align with the new grant period of performance.
- Notifying Grantees that the remaining 50% of BIL funding will be obligated while retaining the requirements to meet the original milestones outlined in WPN BIL-1.
- Providing the process for obtaining Automated Standard Application for Payments (ASAP) agency approval, for Grantees who have not demonstrated the milestones outlined in WPN BIL-1. Download WPN BIL-7.
