DOE Releases New Application, Design, and Implementation Resources

The U.S. Department of Energy (DOE) has released several new resources to help state, territorial, and Tribal energy offices (SEOs) apply for, design, and implement their Home Energy Rebates programs.

Program Design

Low-Income Energy Affordability Data Tool: SEOs can use this data-rich resource when determining program eligibilities and prioritizing geographic areas for outreach and education. The platform allows users to build their own national, state, county, city, or census tract profiles. It also provides estimated low-income household energy data based on income, energy expenditures, fuel type, and housing type. Users can create a profile and make side-by-side comparisons with other geographies.

Implementation Blueprints

SEOs are required to submit their implementation blueprints to DOE at least 60 days prior to launching their rebate programs.

DOE has updated the following FAQs on its website:

44. Can a consumer get a rebate for a qualified kitchen appliance and an electric HP clothes dryer?

86. What percentage of Section 50121 rebate funds must be allocated for low-income or low-income multifamily housing?

About Home Energy Rebates

On Aug. 16, 2022, President Joseph R. Biden signed the landmark Inflation Reduction Act. The law includes nearly $400 billion to support clean energy and address climate change, including $8.8 billion in Home Energy Rebates, which will provide two separate rebates to consumers:

The Home Efficiency Rebates will provide $4.3 billion to discount the price of energy-saving retrofits in single-family and multi-family buildings. These rebates will be administered by states and territories.

The Home Electrification and Appliance Rebates will provide $4.5 billion in rebates for high-efficiency electricity upgrades in homes. These rebates will be administered by states, territories, and Indian tribes.
