The incumbent will act as a recognized technical authority and expert in the development and management of the construction project portfolio and will serve as a subject matter expert for all aspects of project management, particularly for construction of the user facility projects following relevant DOE policies, procedures, and Orders. In carrying out the duties of the position, the Project Program Manager will be expected to translate broad, general policies into specific policy direction and requirements for projects; initiate new projects; prepare, justify, and execute the construction project portion of the BES budget; develop long range plans taking into consideration financial and technical constraints; provide strategic planning and oversight for the design, fabrication, and installation of state-of-the-art instruments/buildings for BES user facility projects; travel to project reviews; and critically evaluate DOE Laboratory contractor performance to ensure projects are on track to meet cost, schedule, and technical performance targets.
