Program Overview:
The Brookhaven Site Office (BHSO) is an organization within the U.S. Department of Energy Office of Science with the responsibility to oversee and manage the Management and Operating (M&O) contract for the Brookhaven National Laboratory (BNL) in Upton, New York.
BNL is one of ten Office of Science laboratories and is a multi-program laboratory with a primary mission on delivering breakthrough science and technology in the areas of physics, chemistry and materials, environmental and energy research, and structural biology. BNL also performs work for the National Nuclear Security Administration (NNSA) and a host of other federal agencies. The BHSO is responsible for program implementation, acquisition management, and laboratory stewardship at BNL. Through its oversight role, the BHSO is affecting the safe and efficient operation of BNL while enabling the pursuit of visionary research and development in support of DOE’s missions.
Duties:
The incumbent will support the Brookhaven National Laboratory Electron-Ion Collider (EIC) project as its Principal Contracting Officer and as a member of its Integrated Project Team (IPT). This position is a professional independent contracting officer with unlimited authority to obligate the government. The position has full authority and responsibility to execute any or all procurement phases of the acquisition process.
The incumbent will provide sound business advice to the EIC IPT and its Federal Project Director. The incumbent will also approve the project’s acquisition strategy, approve/consent on subcontracts, strategic partnership projects, Cooperative Research and Development Agreements, inter-agency agreements, Memorandums of Understanding, and other technology transfer mechanisms.
The incumbent will provide project controls support by working within all stages of the project’s management including monitoring project activities, overseeing project budget and scheduling, generating project reports, and suggesting and managing changes in the project’s process.
