In this position you will:
- Serve as a Division Director in the Site Office and report to the Deputy Site Office Manager and regularly engage with the Site Office Manager directly.
- Administer and manage the Laboratory Management and Operating (M&O) contract.
- Direct teams involved in contract oversight by developing expectations for the contractor, enabling work to be performed, and evaluating contractor's final performance and performance trends.
- Set policies, priorities, and deadlines with Site Manager/Deputy Site Manager and sponsoring program leadership within DOE and other agencies; determines goals and objectives needing extra emphasis; estimate current and out-year budgets and technical plans to enhance quality and effectiveness of support services; plan for short and long-range staffing needs, including matters like whether to contract out work; exercise delegated managerial authority to establish and implement strategic plans and long-range work plans and schedules; review completed work assignments for compatibility with policy objectives; and represent Site Manager/Deputy Site Manager in forums addressing Site Office goals, operational issues, and other topics with authority to make management commitments within existing policy guidelines.
- Build and promote a work-culture that is diverse, inclusive, collaborative, and maximizes the talent of Site Office members; assign tasks to staff members according to priorities, complexity of assignments and skill-sets and grade-levels of employees; devise ways to improve production or increase the quality of the work directed; assign and evaluate work performance for reporting subordinates; provide performance input on the work of others; work with Human Resources in initiating changes in position classification; ensure recruitment and staffing actions are for fair and open competition by providing input for vacancy announcements and job analysis, ensure qualified senior staff participate on hiring/interview panels, approving final authority for subordinate positions; devise ways to improve production or increase quality of the work directed; ensure within-grade increases are justified based on at least full satisfactory performance; adhere to federal and agency guidelines for promotions, reassignments, details, and realignment processes and procedures; oversee performance management as a rating official for evaluating subordinate employees, individual development plans, and provide input into and approval for employee recognition.
