Oak Ridge Breaks Ground on Facility Enabling Large-Scale Y-12 Cleanup

OAK RIDGE, Tenn. – Lawmakers, environmental regulators, and top DOE officials broke ground on the Mercury Treatment Facility at the Y-12 National Security Complex on Nov. 20. When complete, it will reduce mercury levels in the East Fork Poplar Creek and enable large-scale cleanup and demolition at Y-12.

Sen. Lamar Alexander, Rep. Chuck Fleischmann, Tennessee Deputy Gov. Jim Henry, DOE Deputy Secretary Dan Brouillette, and EM Principal Deputy Assistant Secretary Jim Owendoff attended the event.

“This project paves the way for critical infrastructure that will enable our program to begin major demolition at Y-12,” said Jay Mullis, manager of DOE’s Oak Ridge Office of EM (OREM). “We are incredibly grateful for the support we’ve received from our elected officials, and we are eager to get work underway to advance environmental cleanup at one of the nation’s most important national security sites.”

While Y-12 was initially constructed during the Manhattan Project to explore uranium enrichment, the site began lithium separation for weapons production during the 1950s and 1960s. This process required large amounts of mercury.

Mercury flowed through pumps, pipes, valves, and seals at high rates, and an estimated 700,000 pounds were lost into the equipment, buildings, and surrounding soils. The mercury cleanup is EM’s top priority at Y-12.

The new facility is vital to EM because it opens the door for demolition of Alpha-2, Alpha-4, Alpha-5, and Beta 4 — large, deteriorated, former mercury-use facilities dating to the 1940s. After their removal, EM will remediate the soils beneath them.

The facility will limit and control potential mercury releases as crews take down those buildings and address the soils that may disrupt the mercury-contaminated area on the west end of Y-12. When operational, the facility will treat up to 3,000 gallons of water per minute and include a 2-million-gallon storage tank to collect stormwater.

It will be comprised of two components — a headworks facility and a treatment plant connected by a pipeline. The headworks facility will capture creek flow on the west end of Y-12, remove the grit, and pump water through the pipeline to the treatment plant on the east side of Y-12. The headworks will store excess stormwater collected after large rainfalls.

OREM cleanup contractor URS| CH2M Oak Ridge (UCOR) awarded a $1.4-million contract to Knoxville-based GEM Technologies to prepare the site of the facility for construction. OREM will conduct a procurement for a contractor to perform the balance of construction, scheduled to begin in 2018.

EM anticipates the facility will begin operations in 2022.

New Oak Ridge Office of EM Manager Jay Mullis Outlines Cleanup Vision

EM recently announced the selection of Jay Mullis as the new manager of the Oak Ridge Office of EM.

EM Update recently spoke with the new manager of the Oak Ridge Office of EM (OREM) about his vision and priorities for the EM program at the Oak Ridge Site.

What are your main priorities going forward as the new manager of OREM?

Overall, I want to ensure our program maintains the momentum we’ve achieved during the past several years. First, it is important for us to continue pushing forward to complete cleanup at the East Tennessee Technology Park (ETTP) by 2020. This will facilitate the transfer of the site back to the community so it can be transformed into a vibrant industrial park capable of generating jobs and economic growth for the region. It will also allow our program to shift its focus and resources toward cleanup at two important, active DOE sites — the Y-12 National Security Complex and Oak Ridge National Laboratory (ORNL). Before we finish our cleanup mission at ETTP, we must also fulfill our historic preservation commitments to preserve and celebrate the many achievements that occurred there during the Manhattan Project and Cold War.

Secondly, it is very important that we begin laying the foundation for our next big challenges at Y-12 and ORNL. That began on Nov. 20, when we broke ground on the new Mercury Treatment Facility at Y-12. This critical piece of infrastructure will provide an important control measure for mercury and opens the door for us to clean and remove mercury contaminated facilities and soils. Additionally, it is crucial to construct another onsite disposal facility that will provide the space necessary for the waste generated by completing cleanup at Y-12 and ORNL.

Finally, we will continue our focus on eliminating Oak Ridge’s waste inventory. We are making progress packaging and disposing transuranic waste from ORNL with the Waste Isolation Pilot Plant again accepting shipments. We are working to eliminate the remaining portion of the uranium-233 inventory from ORNL to improve safety and significantly reduce security costs.

What do you see as your biggest challenges?

One of our challenges on the horizon is completing our mission at ETTP. I often say the biggest challenge with finishing any project is actually finishing. What I mean by that is there are always small details that arise that need to be dealt with in real time. As we approach completion, there are a myriad of logistical issues to resolve. These issues can be easy to overlook while chasing big items, but they can become urgent and ultimately delay or prevent site closure if they are not managed effectively. To add to the complexity and considerations of ETTP’s closure, we are also very mindful of smoothly transitioning cleanup and D&D activities from ETTP to Y-12 and ORNL.

Additionally, we need certain infrastructure in place to maintain our cleanup momentum at Y-12 and ORNL. To do that, we must resolve an ongoing formal dispute with the EPA and Tennessee Department of Environment and Conservation regarding the location of a new onsite CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act) disposal facility. The facility is essential to being able to complete cleanup at Y-12 and ORNL in a timely and cost effective manner. Without adequate onsite disposal capability, the cost of removing many of the Department’s highest risk facilities will be exorbitant.

You've had a lengthy career at Oak Ridge. Which of your accomplishments are you most proud of so far, and what do you hope to achieve in your new role?

I’ve had the good fortune to work with many very dedicated and talented folks in Oak Ridge, along with DOE headquarters and other field offices throughout the complex. This allowed me to learn from some of the best and to receive excellent support in accomplishing the various tasks and projects I’ve helped lead over the years. Having an opportunity to serve in a leadership role with the team for the ETTP cleanup and closure contract is one of the projects I’m personally most proud of. Our team was able to make it through the procurement process in record time — from issuing the request for proposal to awarding the $2.2 billion contract. Due to the success and speed of the project, it was recognized by the Secretary through a Secretary’s Appreciation Award.

Going forward, I would like to leave the program in a place where OREM can continue to cost effectively clean up Oak Ridge. I’m benefiting from the decisions of my predecessors, such as the type of contract incentives our program used for completing ETTP, the siting of the current onsite disposal facility, and the construction of a DOE haul road for safe waste transportation. They made those decisions, and they’ve resulted in our program achieving the success we see today. I would like to leave a similar legacy for OREM.

How has your experience at Oak Ridge helped prepare for your new role leading the cleanup mission at the site at this time?

Early in my career, I worked for the Navy, overhauling and refueling nuclear submarines. This may sound like an odd career transition to EM, but in my opinion, the disciplined and rigorous approach that I learned during my time there carried over well into working on decontaminating, decommissioning, and demolishing nuclear facilities and environmental remediation in Oak Ridge.

With DOE, I’ve had the opportunity to perform a lot of different jobs and get a firsthand look at how the Department plans, funds, contracts, and executes its work. I have also had great mentors along the way from whom I learned a lot. Among those are EM Principal Deputy Assistant Secretary Jim Owendoff and Oak Ridge’s former EM senior managers. Additionally, I am very fortunate to have a dedicated and skilled team in Oak Ridge to support and advance our mission. Together, I believe these elements provide the experience, resources, and perspective necessary to perform the job effectively.

Can you describe Oak Ridge’s progress toward reaching Vision 2020 for the ETTP, and what is needed to bring that initiative to successful completion?

We are very close to achieving DOE’s Vision 2020. Crews are continuing to clean out and demolish old, contaminated, and excess facilities and conduct soil remediation projects on a daily basis. As we approach 2020, we need to maintain the talented, dedicated workforce that has performed so well and made this goal achievable. That requires stable and consistent budgets for our ETTP work, and our congressional delegation has been incredibly supportive to help us accomplish this vision. This Administration has also shown great support for our goals at ETTP and beyond at Y-12 and ORNL, which has been a huge asset for our program. Like I mentioned earlier, we will need to manage all the small details that arise as you near a milestone, but this team has shown they are very effective at addressing those issues and achieving milestones on time.

Waste Retrieval Wrapping Up at Hanford Tank C-105

RICHLAND, Wash. – Washington River Protection Solutions (WRPS), the tank operations contractor for EM’s Office of River Protection, is wrapping up waste retrieval activities at the last tank to be retrieved at Hanford’s C Tank Farm.

WRPS has completed retrieval operations in waste storage tank C-105 to the limits of three technologies.

It’s the 16th and final tank in C Farm to be retrieved under legal agreements governing cleanup activities at Hanford between DOE and the Washington Department of Ecology. C Farm was among four Hanford tank farms constructed during the Manhattan Project.

Workers safely removed approximately 120,000 gallons of radioactive and chemical waste from the 530,000-gallon-capacity tank and transferred it to one of Hanford’s double-shell tanks. An estimated residual waste volume of 4,800 gallons remains in Tank C-105.

The next steps are to finish video measurements and sampling of the residual tank waste.

“The teamwork between the Office of River Protection, the Department of Ecology, and WRPS has been key to the success of this complex and hazardous project,” said Mark Lindholm, WRPS president and project manager. “The lessons learned will be used in future tank retrievals.”

WRPS began retrieving waste from C-105 in June 2014 using the Mobile Arm Retrieval System (MARS) with a vacuum nozzle. MARS retrieved more than 92,000 gallons of waste by September 2015 before reaching the end of its service life. ORP replaced MARS with two remotely controlled, extended-reach sluicers to retrieve remaining tank waste.

WRPS finished retrieving an estimated 30,375 gallons of hardened sludge material this year. The process involved sluicing with liquid waste and high-pressure water, water rinsing, and caustic dissolution. The water and highly caustic solutions softened and dissolved the waste, allowing hard-to-retrieve material to be mobilized and pumped to a double-shell tank farm.

“I can’t say enough great things about our employees and subcontractors,” Lindholm said. “They demonstrated a strong commitment to safety, creative thinking, and hard work while working in challenging conditions on a daily basis.”

Tank C-105 operated from 1947 through 1980, serving as a receiver tank for Plutonium Uranium Extraction Plant (PUREX) supernate wash waste and PUREX sludge supernate from A and AX tank farms in the late 1960s to 1970s. During this time, C-105 was used as the feed lag storage tank for the ion exchange system in B-Plant.

EM Honors Idaho Site Director, SRS Team for Outstanding Project Management

RICHLAND, Wash. – EM has named Nolan Jensen the EM Federal Project Director of the Year for demonstrating exceptional leadership in an Idaho Site construction project that saved taxpayers $6.4 million.

The cleanup program also honored a Savannah River Site team for EM Project of the Year after completing construction of the Saltstone Disposal Unit (SDU) 6 at a cost of about $118 million, more than $25 million under budget and 18 months ahead of schedule.

“I am very proud of our EM acquisition and project management team members at the Idaho and Savannah River sites,” said Ralph Holland, Deputy Assistant Secretary for Acquisition and Project Management. “They’ve worked effectively and diligently to successfully deliver these projects below cost and ahead of schedule. Congratulations to Nolan Jensen as the Federal Project Director of the Year and the Savannah River Site team for being recognized for Project of the Year, and all others who contributed to these projects’ successes.”

EM officials announced the awards at its recent 2017 Contract, Project and Program Management Workshop, where federal and contractor employees across the complex advanced cleanup initiatives, conducted panel discussions, and listened to officials from the Army Corps of Engineers and the Supply Chain Management Center address how they support the cleanup.

Recognized for his project management acumen, Jensen, a DOE Idaho Operations Office supervisor for soil and groundwater remediation, oversaw the $27 million Accelerated Retrieval Project (ARP) IX project at the Idaho Cleanup Project (ICP) in fiscal year 2017.

Workers built this ninth and final ARP retrieval enclosure within a 97-acre landfill of radioactive buried waste and other facilities. Completion of the enclosure was critical to the ICP’s Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) buried waste retrieval, which is projected to be completed ahead of schedule. Jensen is responsible for all CERCLA cleanup efforts, including interactions with the U.S. Environmental Protection Agency and state of ldaho.

"Nolan's professionalism and tireless involvement in facilitating the construction of the ARP IX facility to a successful completion is an outstanding achievement. Not only was the project completed on time, but it was completed under a direct-to-DOE small business contract at a cost savings of $6.4 million, a 24-percent cost savings," said Jack Zimmerman, the Idaho Operations Office deputy manager.

EM noted Jensen’s professionalism and tireless involvement in coordinating with two contractors — Fluor Idaho and North Wind Services — to successfully complete the project, describing it as an outstanding achievement.

The SDU6 project team successfully designed and constructed the SDU 6 to support the SRS liquid waste program. Completed earlier this year, SDU 6 is the site’s first mega-volume saltstone disposal unit for grouted low-level radioactive waste.

"The SDUs are an important part of our cleanup mission," DOE-Savannah River Manager Jack Craig said. "As the first of the mega-volume design, the success of SDU 6 has set the stage for construction of the remaining SDUs. The team did a remarkable job of managing the project, completing it under budget and months ahead of schedule. Congratulations to the team for a job well done."

With an estimated 32.8-million-gallon capacity, SDU 6 is more than 10 times the size of the previous saltstone disposal units built at SRS. Workers used more than 13,000 cubic yards of concrete to build SDU 6, which is 375 feet in diameter and 43 feet tall.

The SDUs can accommodate the Salt Waste Processing Facility’s (SWPF) large stream of decontaminated salt solution. SWPF is scheduled to begin operating in December 2018.

The site projects SDU 6 will generate a lifecycle savings of over $500 million.

EM commended the team for its outstanding performance helping EM work toward its goal of processing about 35 million gallons of waste from the site's remaining 43 waste tanks.

Joel Bradburne is PPPO’s New Deputy Manager

Joel Bradburne, the new Portsmouth/Paducah Project Office deputy manager.

LEXINGTON, Ky. – Joel B. Bradburne has been promoted to deputy manager of EM’s Portsmouth/Paducah Project Office (PPPO).

Bradburne will remain at Portsmouth serving in a dual capacity until an appointee is named to succeed him as Portsmouth Site lead.

Headquartered in Lexington, PPPO also manages EM’s other Cold War-era uranium enrichment plant at Paducah, Ky.

Bradburne joined PPPO in June 2009 to oversee the Portsmouth cleanup. He has 17 years of DOE experience as a contractor and federal employee at the Fernald, Ohio, and Savannah River, S.C. sites. His professional background also includes program- and project-management assignments in shipyard, commercial nuclear, and foreign nuclear site decommissioning, rounding out more than 30 years of experience.

Bradburne has been instrumental in coordinating DOE missions with southcentral Ohio communities and their future vision for the site.

“In large part thanks to Joel’s leadership, key decisions have been approved to advance to full-scale decontamination and demolition at the Portsmouth Site,” PPPO Manager Robert Edwards said.

Bradburne will be responsible for administrative and program management functions for PPPO, the cleanup at the Portsmouth and Paducah sites, and the Depleted Uranium Hexafluoride (DUF6) conversion plants at both sites.

Bradburne earned a bachelor’s degree in biology in 1982 from Bridgewater College in Virginia. In 1996, he earned a master’s degree in environmental management from the University of Findlay in Ohio. He is a certified Project Management Professional.

Portsmouth Recycled Oil Project Supports Southern Ohio Economic Development

Workers transferred oil from the X-530 switchyard to tanker trucks in a recycling project that resulted in a gross return of approximately $72,000 to the Southern Ohio Diversification Initiative to support economic development in the area.

PIKETON, Ohio – EM’s Portsmouth/Paducah Project Office (PPPO) recently partnered with the local community to complete a mutually beneficial recycling project at the Portsmouth Gaseous Diffusion Plant site in southern Ohio.

The project — to recycle transformer oil from the plant’s X-530 electrical switchyard — is estimated to gross approximately $72,000 to the designated regional community reuse organization, the Southern Ohio Diversification Initiative (SODI), which supports economic development in the area.

Workers removed about 120,000 gallons of oil weighing about 900,000 pounds from the switchyard’s transformers. Fluor-BWXT, the Portsmouth deactivation and decommissioning (D&D) contractor, coordinated the project for PPPO.

“This is a great example of how this program can work for the Department of Energy and work for the community,” said Greg Simonton, who oversees PPPO’s SODI recycling effort at the Portsmouth Site. “We seek to find materials and items that are excess to EM’s mission needs and provide those resources to SODI for local economic development. This is what we are all trying to accomplish with this program.”

Personnel from the Southern Ohio Diversification Initiative, Fluor-BWXT, Southern Ohio Asset Recovery, and EnviroServe completed the transformer oil project in November.

Oil from the transfers was pumped into tanker trucks that can each hold more than 5,000 gallons. SODI, as part of its partnership with Southern Ohio Asset Recovery, negotiated an arrangement with Environmental Protection Services in Wheeling, West Virginia, with the oil ultimately going to electrical or other commercial purposes. The oil was transported from the Portsmouth Site to Wheeling by Cleveland-based EnviroServe.

“SODI is proud to be a part of the recycle program to reduce waste and reuse items that bring benefits to our community,” SODI Executive Director Steve Shepherd said.

Incorporated in 1997 as a non-profit community improvement corporation, SODI serves Jackson, Pike, Ross and Scioto counties. It’s chartered to catalyze economic development and improve the quality of life in the four-county region, and focuses on diversifying the region’s economy by supporting new business ventures that create new jobs.

SRS Canister Transporter Completes Pit Stop for Health Upgrades

The Shielded Canister Transporter had a tuneup to prepare for the resumption of canister production at the Defense Waste Processing Facility next year.

AIKEN, S.C. – A unique transport vehicle at the Savannah River Site (SRS) completed an important pit stop.

Unlike a seconds-long pit stop in an auto race, this tuneup spanned about four months during the site’s liquid waste system outage.

The Shielded Canister Transporter (SCT) is a one-of-a-kind vehicle designed to carry stainless-steel canisters of glassified, high-level radioactive waste from the Defense Waste Processing Facility (DWPF) to the Glass Waste Storage Buildings (GWSBs) a short distance away. At DWPF, a melter converts the liquid waste into a molten glass mixture that is poured into canisters. The canisters are sealed, decontaminated, and welded shut before being moved to a cell adjacent to the SCT’s garage.

More than 18 feet tall, 25 feet long and weighing 235,000 pounds, the two-wheel-drive vehicle powered by diesel engines. It has a shielding cask and canister lifting equipment.

The pit stop included several health upgrades, a new:

fire suppression system capable of extinguishing unlikely fires in SCT engine compartments;
set of tires, with each wheel weighing 2,500 pounds;
spare engine in case the engine is overhauled; and
hydraulic cooling unit for extended summer operations.

The SCT is the only means of safely transporting the high-level waste canisters to the GWSBs, according to Jim Folk, Department of Energy-Savannah River Assistant Manager for Waste Disposition.

“It was a smart decision to make these modifications during this system-wide outage,” Folk said.

The SCT has traveled about 1,545 miles between its garage at DWPF and the two GWSBs, equal to 618 laps around the Daytona International Speedway. Unlike stock cars that can travel speeds in excess of 200 mph, the SCT tops out at about 3 mph.

The SCT has transported more than 4,100 of the 10-foot-tall, 5,000 pound canisters.

Hanford Workers in Final Stages of Sludge Removal Preparations

RICHLAND, Wash. – EM Richland Operations Office (RL) and cleanup contractor CH2M HILL Plateau Remediation Company (CHPRC) recently completed two key steps to get rid of highly radioactive sludge near the Columbia River: testing and validating the equipment to remove the material and beginning final demonstrations in the sludge-removal facility.

Approximately 35 cubic yards of radioactive sludge are stored in a water-filled basin next to the K West Reactor. The sludge is a mixture of sand, dirt, fuel corrosion products, and other materials from decades of operations as a reactor fuel storage basin.

Crews prepare to remove radioactive sludge near the Columbia River and transfer it to an interim storage location.

Workers developed the tools and technology to remove the sludge with the use of full-scale mockups simulating basin conditions. This work allowed the project to validate system design, and refine, engineer, and test removal tools and equipment prior to installation in the operating nuclear facility.

“Our highly skilled team has helped overcome challenges with this complex project, throughout the various phases,” said Neal Sullivan, director of the sludge removal project.

The team removing the sludge will validate procedures, train, and conduct drills before demonstrating proficiency for two independent operational readiness reviews.

CHPRC expects to begin removing sludge from the basin, packaging it, and transferring it to an interim waste storage facility at the center of the Hanford Site early in 2018. That storage location is the former processing canyon known as T Plant, where crews are preparing workers and equipment to receive and store the sludge.

Savannah River Site Removes Nearly 81,000 Pounds of Legacy Lead

AIKEN, S.C. – Workers transported about 81,000 pounds of lead from legacy Savannah River Site (SRS) missions to an offsite disposal facility.

The lead was used as shielding during operational closure of high-level waste tanks in the site’s tank farms.

SRS sent the 30 containers of lead in four shipments to Waste Control Specialists, a commercial waste treatment and disposal site near Andrews, Texas, that accepts mixed low-level radioactive waste. There, the lead is encased in grout and buried.

Savannah River Remediation (SRR), the SRS liquid waste contractor, partnered with Savannah River Nuclear Solutions (SRNS), the SRS management and operations contractor, to complete the project.

“It’s been a continuing mission to steadily reduce the lead inventory at the Savannah River Site,” SRR Environmental Manager Owen Stevens said. “The lead has low levels of radiological contamination, making it one of our priorities to remove it from the site and the state. Every effort and safety precaution was taken to ensure the shipment was loaded, transported, and arrived safely.”

SRNS Solid Waste Programs Manager Lee Fox said the lead inventory reduction is a win for everyone at the site.

“Everyone is happy to see it leave the site and be properly disposed,” Fox said.

The contractors will continue to reduce the site’s lead inventory.
