The U.S. Department of Energy’s Office of Energy Dominance Financing (EDF) today released updated guidance for the Title 17 Energy Financing Program, including details about the revamped Energy Dominance Financing Program (EDFP). Expanded and strengthened under President Trump’s Working Families Tax Cut, the updated guidance sharpens EDF’s focus on financing projects to increase energy affordability, reliability and security for all Americans.
With this updated guidance, EDF encourages potential applicants to partner with DOE to develop large-scale, high-impact energy projects that are essential to growing U.S. baseload energy and strengthening the grid’s reliability. To that end, the guidance update prioritizes project categories such as nuclear energy, oil, natural gas, and grid-enhancing technologies, while eliminating certain greenhouse gas and community benefit plan requirements and extending available funding through fiscal year 2028.
The updated guidance gives special attention to EDFP project financing, which is focused on projects that retool, repower, repurpose, or replace energy infrastructure that has ceased operations, enable operating infrastructure to increase capacity, or support grid reliability through the provision of baseload energy. EDFP can provide financing for projects such as nuclear plant expansions, repurposing retired power plants for new industrial uses, transmission upgrades, and critical minerals recovery.
EDF has more than $250 billion in loan authority available to support long-term financing for a wide range of applicants—including utilities, developers, and manufacturers—who are ready to invest in America’s next generation of energy infrastructure.
