Biden-Harris Administration Announces New Rules to Create Good-Paying, High-Quality Clean Energy Jobs as Part of the President’s Investing in America Agenda
On June 18, 2024, the Treasury Department and Internal Revenue Service released final rules implementing key provisions of the Inflation Reduction Act (IRA) so the jobs created in the clean energy economy are good-paying, high-quality jobs and support a robust, diverse pipeline of highly-skilled and trained workers to take on the historic opportunities created by President Biden’s Investing in America agenda.

This builds on President Biden's April 25, 2024 announcement of four new Workforce Hubs to ensure all Americans can access the good jobs created by the President’s Investing in America agenda, which includes the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act. The hubs are located in:
- Upstate New York
- Michigan
- Milwaukee
- Philadelphia

DOE Announces $500M Available in CIFIA Future Growth Grants
LPO, in partnership with DOE’s Office of Fossil Energy and Carbon Management (FECM), offers access to capital for large-capacity, common-carrier carbon dioxide (CO2) transport projects through the CIFIA program that was created by the Bipartisan Infrastructure Law. While CIFIA loans have been available through LPO, FECM announced on May 2 up to $500 million available in future growth grants.

LPO Seeks Stakeholder Input on Implementation of Expanded Eligibility in Advanced Technology Vehicles Manufacturing Program
LPO released a request for information (RFI) related to expanded eligibility under the Advanced Technology Vehicles Manufacturing (ATVM) Loan Program. LPO is seeking feedback from all interested parties on issues related to eligibility criteria for additional modes of advanced transport eligible to receive ATVM financing, as provided for under the Bipartisan Infrastructure Law and the Inflation Reduction Act.

LPO Visits Rhyolite Ridge
In April 2024, the DOE Office of Congressional and Intergovernmental Affairs and the LPO Community Jobs and Justice team traveled to Nevada to meet with Ioneer to visit the Rhyolite Ridge project site. Rhyolite Ridge was offered a conditional commitment in January 2023 for the processing of a lithium-boron mine in Esmerelda County, Nevada. The team met with Ioneer to discuss community and labor engagement and Tribal relations. The team also met with nearby stakeholders and governments.

LPO Senior Advisors Amy Peterson & Elizabeth Perera meet with IBEW Local 357 in Nevada
LPO Presents at NECA EMERGE Conference
LPO Senior Advisors Amy Peterson and Elizabeth Perera participated at the NECA EMERGE conference in Las Vegas, Nevada, to discuss how LPO financing helps support community, jobs, and justice.
While in Nevada, they also had an opportunity to meet with the Southern Nevada Building Trades Unions leadership, LiUNA! Laborers Local 872, and IBEW Local 357 where they toured the Electrical JATC of Southern Nevada apprentice training facility, where IBEW trains hundreds of apprentices for good union jobs.
LPO Attends DOE Small Business Forum & Expo
LPO's Jay Peck and Amy Peterson attended the DOE Office of Small & Disadvantaged Business Utilization (OSDBU) 2024 Small Business Forum & Expo in Minneapolis, Minnesota. OSDBU promotes DEIA by bringing together the resources from the DOE and connecting them to small businesses around the country to discuss strategic partnerships, subcontracting, and procurement opportunities. At the event, they met numerous stakeholders such as minority-owned and veteran-owned businesses, prime contractors, engineering and technical firms, and others that encompasses representation from DEIA backgrounds.
LPO Invited to Community Benefits Panel at RE+
LPO Senior Advisor Elizabeth Perera has been invited by RE+, one of the most attended clean energy events in the United States, to participate on a panel "Positive Impact in Clean Energy Development through Community Benefits Agreements & Successful Community Engagement" to discuss how LPO works with borrowers on community benefits plans. The session takes place on Tuesday, September 10 from 11:00 a.m. to noon PT. Elizabeth will also be available throughout the week to discuss your specific project.

DOE RAMPs Up Efforts to Implement Strategic Workforce Initiatives
The Community Workforce Readiness Accelerator for Major Projects (RAMP), is a pilot initiative that seeks to catalyze effective, inclusive workforce strategies to prepare and connect local workers to good jobs on large clean energy infrastructure and supply chain projects funded through the Investing in America suite of laws (Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act) in target geographies. Historic clean energy investments are creating transformative opportunities for local economies and opening the door to labor and community engagement.

Get REDI for Community Benefits Planning in TX and LA
DOE's Regional Energy Democracy Initiative (REDI) is a technical assistance and capacity building program intended to help communities meaningfully engage in the design and implementation of community benefits associated with DOE-funded projects in Texas and Louisiana in the U.S. Gulf South region. REDI aims to support an energy future that is reflective of community voice and provides tailored solutions by assisting communities in better planning and developing community benefits and commitments.
To apply for the REDI consortia, interested parties can visit the official website and access the application portal.

Labor Department Announced $35M for Building Pathways to Infrastructure Jobs Grants
On May 15, the Department of Labor announced the availability of approximately $35 million in funding through the second round of Building Pathways to Infrastructure Jobs grants to prepare workers for the good-paying infrastructure jobs being created by the Biden-Harris administration’s “Investing in America” agenda.  Rural Partners Network (RPN)
RPN is an alliance of federal agencies and commissions working directly with rural communities to expand rural prosperity through job creation, infrastructure development, and community improvement.
Historically Underutilized Business Zone (HUBZone) program
The HUBZone Program assists small businesses in urban and rural communities gain preferential access to federal procurement opportunities. The federal government has a goal of awarding at least 3% of all dollars for federal prime contracts to HUBZone certified companies.
Workforce Development Resources · Joint Office of Energy and Transportation
The Joint Office of Energy and Transportation (Joint Office) provides technical assistance on planning and implementation of a national network of electric vehicle chargers and zero-emission fueling infrastructure as well as zero-emission transit and school buses. States, communities, Tribal Nations, school districts, and transit agencies are all eligible to receive TA through the Joint Office as well as access additional funding opportunities. The Joint Office has collated example resources to support workforce development activities for an electrified transportation system.
Good Jobs In Federal Investments: A Toolkit For Employers, Workers, And Government · Department of Labor
DOL has created a toolkit designed to support federal agencies, state, local, territory, and Tribal governments, employers, labor and worker advocacy organizations, as well as other entities as they focus on improving job quality and equity. It provides information on DOL’s Good Jobs Initiative, delineates basic elements of a good job, identifies actions that employers, workers, and government can take to support job quality, and outlines a framework for leveraging federal funding to support equity and job quality.
Justice40 Initiative Environmental Justice Fact Sheet
Justice40 establishes the goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities. The Justice40 Initiative Environmental Justice Fact Sheet highlights how DOE will ensure that projects do not create or exacerbate harm.
