This monthly newsletter from the U.S. Department of Energy's Loan Programs Office will include key updates, upcoming events and webinars, news, and resources for potential applicants and other stakeholders related to State Energy Financing Institution (SEFI) eligible projects.
Updates
Updated SEFI Toolkit
LPO has updated the SEFI toolkit content, including guidance on SEFI determinations. We are clarifying that LPO will generally prioritize determining new SEFIs as they are attached to consideration of projects (as opposed to “pre-certifying” a SEFI without a project concept). The LPO website lists “indicative” SEFIs to make the point that SEFIs can be a variety of types of entities.

Michigan Launches SEFI Strategy
Michigan Governor Gretchen Whitmer launched a new program to drive large-scale clean energy investments in the State, seeking to leverage LPO financing. The Governor announced new SEFI programs with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and the Michigan Economic Development Corporation. Click to learn more.
New Requests for Information (RFIs)
The updated SEFI toolkit also has an updated list of RFIs or other funding award programs offered by States around the country. These RFIs have been used by companies to engage with State entitites about project interest. Below is a list of recent RFIs:
Arizona: The Arizona Finance Authority and the Arizona Office of Resiliency are seeking input and proposals about clean energy projects that can benefit from state coordination and financial support. Submissions are due by 5:00 pm MST on June 28, 2024 via the Clean Energy Project RFI - Submission Form.
District of Columbia: Washington D.C.'s Department of Energy and Environment (DOEE) issued an RFI to identify potential opportunities for financing under the SEFI program to inform DOEE program design and policy making. Click to learn more.
Got an RFI or funding program? Please reach out to your contact on our State and Local outreach team or email SEFI@hq.doe.gov if you have an RFI or other funding program that you would like to list in the LPO SEFI Toolkit.
