Treasury Officials Visit the Standing Rock Sioux Tribe To Tour Tribal Clean Energy Projects Supported by the Inflation Reduction Act
Anpetu Wi Wind Project To Power Around 100,000 Homes
On May 20, U.S. Treasurer Chief Lynn Malerba joined representatives from the Standing Rock Sioux Tribe, including Chairwoman Janet Alkire, for a tour of the major clean energy projects around the reservation.
They held a roundtable on the Inflation Reduction Act and also discussed the 235-megawatt Anpetu Wi Wind Project that SAGE Development Authority, the Tribe’s public power authority, is pursuing, which will produce enough energy to power around 100,000 homes.

The Office of Indian Energy has provided significant financial and technical assistance for energy development at Standing Rock to support clean energy on Tribal lands, bolster the Tribe’s capacity, and seed future projects and potential funding.
This support includes a recent award from the Office of Indian Energy of $4 million to install a 1.7-MW community wind turbine to meet 85% of the Prairie Knights Resort annual load. This project will save the Tribe more than $15 million over the life of the system, with those savings distributed to Tribal elders and other disadvantaged Tribal members. In addition to providing clean, low-cost energy to Tribal members, the project will also provide training and short- and long-term jobs for Tribal members.
Previous Office of Indian Energy support includes technical assistance for extensive wind analysis, a 2011 planning grant, and a 2012 wind feasibility study.
Tribal Resources for Making the Transition to Alternative Fuels
New Microgrid Design Toolkit From Sandia National Laboratories
 Sandia National Laboratories developed the Microgrid Design Toolkit, a decision-support software for microgrid designers that is publicly available for download. Intended for use in the early stages of the design process, the toolkit uses powerful search algorithms to identify and characterize alternative microgrid designs in terms of user-defined inputs and objectives such as cost, performance, and reliability.
The software is available for download on the Microgrid Design Toolkit webpage alongside six step-by-step tutorials that guide new users through the software system.

 Planning for grid modernization improvements is increasingly complex and involves many stakeholders with varying degrees of knowledge.

Western Area Power Administration 2024 Renewable Energy Credit Solicitation
Proposals due June 14.
On May 20, DOE announced it is requesting proposals with the intent to buy renewable energy credits (RECs) from Tribes. This DOE effort is being led by the Western Area Power Administration, which opened a solicitation for 7,000 MWh of carbon pollution-free generated RECs, and DOE’s national labs, specifically the Office of Science and Berkeley Site Office.
This solicitation includes the Indian Energy Purchase Preference, and Tribal-majority owned business organizations (as described in the solicitation) that generate renewable energy and corresponding RECs, or serve as a REC aggregator, are eligible to be awarded the preference.
Deadline Reminder: Grid Resilience State and Tribal Formula Grants for 2024
$562 million Apply by June 17.
On January 18, 2024, DOE released the Grid Resilience State and Tribal Formula Grant Fiscal Year 2024 Administrative and Legal Requirements Document to open the allocation request and application period for Fiscal Year 2024 grant funding.
These grants help modernize the electric grid to reduce the impacts of climate-driven extreme weather and natural disasters while also ensuring the reliability of the power sector.
GSA Procurement Notice Under Indian Energy Purchase Preference
Offers due June 24.
The U.S. General Services Administration (GSA) is requesting offers for up to a total amount of approximately 47,500 MWh of unbundled Energy Attribute Certificates (EACs) from Tribal Majority-Owned Business Organizations for federal agencies to buy in pursuit of meeting clean energy goals. This opportunity is an outcome of DOE working with GSA to increase its procurement of Tribal energy products using the Indian Energy Purchase Preference.
NEW: EPA Clean Heavy-Duty Vehicles Grant Program
$932 million Apply by July 25.
This program is soliciting applications nationwide for a grant competition to fund the replacement of existing non-zero-emission Class 6 and 7 heavy-duty vehicles with zero-emission Class 6 and 7 heavy-duty vehicles. Funding may also be used for zero-emission vehicle refueling infrastructure, workforce development and training, and project implementation costs.
NEW: EPA Brownfields Job Training Grants: Fiscal Year 2025
$14 million Apply by Aug. 15.
This funding will support Brownfields Job Training programs that recruit, train, and place local unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Job training participants learn the skills and earn credentials needed to secure full-time, sustainable employment in the environmental field, including brownfields assessment and cleanup.
