The FEMP DOE Scholars program gives students hands-on experience with the technical work and interagency coordination behind federal energy management. For Leonna Deans, that meant contributing to projects and connecting with agencies across the country to understand how major infrastructure projects come together. That experience created a foundation of skills that led to her current role as a senior engineer at a D.C. utility implementing energy management best practices. FEMP has published a new webpage outlining Buy American Act (BAA) requirements for federal procurements, including energy-related projects. The resource summarizes domestic preference laws, key Federal Acquisition Regulation (FAR) clauses, domestic content thresholds, and the roles of contracting officers and contractors in ensuring compliance.
The page also links to guidance on BAA waivers and applying the BAA to on-site energy generation projects.
Lawrence Berkeley National Laboratory (LBNL), with support from FEMP, has released the latest U.S. ESCO Industry Report. The publication provides updated revenue data, market trends, regional patterns, and customer priorities associated with energy savings performance contract (ESPC) projects. Findings show continued growth in the ESCO sector, including $10.7B in reported revenue for 2024 and projected revenue of $15.0B by 2027.
