We've just launched a new tool called the FEMP Utility Program Navigator. This tool is a one-stop shop for finding relevant utility programs for your federal agency sites. This searchable database helps agencies navigate the complexities of utility offerings and identify cost savings opportunities by simplifying information about programs that meet their energy goals and statutory requirements. Try out the tool to find a utility program that works for your agency site.

Have Fun Learning about Cybersecurity with FEMP’s Training Game
We often talk about information technology cybersecurity, which relates to managing an organization’s digital systems. But equally as important is protecting an organization’s operational technology (OT), or its physical processes and equipment.
FEMP’s Facility Cybersecurity Framework (FCF) Training Game helps the federal energy management community apply key OT cybersecurity concepts. This accredited and interactive game based on real-world experiences asks users to apply the skills and self-assessment tools covered by the FCF to protect federal facilities from cybersecurity attacks.
Learn how the Veterans Health Administration Energy Engineer’s Working Group used the Training Game to enhance its awareness of and apply important OT cybersecurity best practices.

Calculate the Cost of Electric Outages or Water Service Interruptions
Do you know how much an electric outage or water service interruption costs you? FEMP’s Customer Damage Function (CDF) Calculator can tell you. This free, publicly available web tool is designed to help federal facility owners and building energy managers understand and quantify the value of resilience. Understanding this helps you justify investments that would prevent or lessen the impact of future disruptions. Learn more about the CDF Calculator.

On March 25, 2025, the General Services Administration (GSA) posted an update on the Vendor Support Center about Multiple Award Schedule (MAS) Refresh 25. The SF30 document states that Special Item Number 334512 was updated to remove the Energy Savings Performance Contract (ESPC) ENABLE subgroup. This followed GSA’s March 12, 2025 Advanced Notice for MAS Refresh 25 and Upcoming Mass Modification announcement, which detailed the forthcoming removal of ENABLE. Therefore, no new task orders can be awarded under the ENABLE program.
FEMP is working on a future ENABLE-like pathway, with a focus on small projects. For now, agencies can explore using the two available performance contracting procurement methods, the DOE indefinite delivery, indefinite quantity ESPC, or a utility energy service contract path. If you have any questions or concerns, or want to share ideas on what a future ENABLE-like program could look like, reach out through the FEMP Assistance Request Portal.
