AFFECT Funding Selections Grow in Phase 2: $150 Million Is Awarded to 67 Federal Projects
This week we announced the selections for Phase 2 of the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program. We are awarding $150 million for 67 energy conservation measures and clean energy projects at Federal facilities across 28 U.S. states and territories and six international locations.
To celebrate this milestone, we held an event at the U.S. Department of Energy (DOE) headquarters on October 30 to announce the selections. Agency leadership and project leaders traveled from across the world to network with fellow selectees and FEMP experts. Dr. Kathleen Hogan, Principal Deputy Under Secretary for Infrastructure at DOE, and Andrew Mayock, Federal Chief Sustainability Officer at the Council on Environmental Quality, alongside FEMP leadership, spoke about the important role AFFECT and Federal agencies play in advancing the nation's decarbonization goals. There has been unprecedented demand for AFFECT funding. A record $1 billion in funding was requested in Phases 1 and 2 combined, highlighting the growing enthusiasm for the AFFECT grant program and substantial interest in energy efficiency initiatives. Federal Smart Buildings Accelerator Boosts Technology Interest Across Federal Agencies
We recently concluded the Federal Smart Buildings Accelerator, a program to promote the adoption of smart building and grid-interactive efficient building (GEB) technologies across Federal facilities.
From 2022 through 2024, the accelerator provided education, technical support, and assessments to more than a dozen Federal agencies, revealing high interest in GEB technology and challenges like limited funding, staffing, and knowledge. This increased connectivity requires diligence to secure these systems from cyber intrusions and attacks. Version 5.0 of the Measurement and Verification for Performance-Based Contracts resource is now released! This update expands the number of measures included with specific guidance, clarifying and improving language for application of M&V options used, incorporating feedback received, and updating Federal ESPC M&V-related outlines. Get In-Person Fleet Electrification Training
The Clean Cities and Communities Coalition is partnering with national lab electric vehicle (EV) experts to put on a series of no-cost regional fleet electrification training workshops. The first two of these one-day, in-person trainings will be held in Newark, New Jersey, and Michigan City, Indiana.

These workshops are designed to support fleets that are in the early stages of light-duty vehicle electrification. Workshop participants will interact with fleet managers throughout the region to problem-solve current electrification challenges. EV experts will work to provide technical support and facilitate the workshop while also enabling participants to learn from peers undergoing and overcoming similar challenges.
Interested teams should plan to bring two to three people to the workshop for the best outcomes, including fleet managers, infrastructure or facilities managers, and staff overseeing climate- or environmental-related agency goals.
Data Center Energy Practitioner Training Program
Data centers are energy-intensive, presenting opportunities for energy efficiency. However, conducting accurate data center energy assessments requires significant knowledge, training, and skills. To accelerate energy savings, the data center industry and the DOE partnered to develop the Data Center Energy Practitioner (DCEP) Program.
The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers. Email the course contact to join one of our three bimonthly online courses in November (each offered live in English or online in Spanish) to become a qualified DCEP.
