The FEMP Performance Contracting National Resource Center (PCNRC) has made all eight performance contracting training modules, the final exam, and the final series certificate available online on FEMP’s learning management platform!
Trainees who complete all eight modules and pass the comprehensive final exam will receive a series certificate and be provided the opportunity to be listed in FEMP’s online directory of Owner’s Representative. If you have any questions, please email us at PCNRC@HQ.doe.gov.

FEMP and GSA Catalyze Cross-Industry Partnerships at Inaugural Greenovation Event
On July 17 and 18, the General Services Administration (GSA) and FEMP convened federal agencies, private businesses, and energy service companies (ESCOs) at the National Renewable Energy Lab for the first-ever Greenovation Summit. The focus of the gathering was to discuss how all involved can better collaborate to meet federal net-zero targets and integrate new and underutilized technologies into federal buildings projects.
GSA Administrator Robin Carnahan and other agency leaders talked about how it was important "to build more partnerships and collaboration... so we can find the best ways to make these investments."
FEMP Director Mary Sotos emphasized the many resources FEMP provides and how it's "empowering federal agencies with a playbook so they can meet statutory and agency goals as well as administration goals."

Solar PV On Low-Sloped (“Flat”) Roofs - Installing Roof Friendly, Safe, Weather Durable and Maintainable Solar PV Systems

This training provides best practices for designing and installing solar photovoltaic (PV) systems on low-sloped (“flat”) roofs. Topics include roof safety issues, roof maintenance and repair, and structural considerations for areas with high wind and snow loads.

Have Questions About the Clean Energy Rule?
In April, the U.S. Department of Energy (DOE) finalized the Clean Energy for New Federal Buildings and Major Renovations of Federal Buildings Rule, fulfilling Congress’s mandate to reduce emissions from new or newly renovated federal buildings.
In response to the rule’s finalization, FEMP recorded the webinar “An Overview of the Clean Energy Rule” which provides a summary of the rule, highlighted the rule's implications for federal agencies, and shared FEMP resources and plans to aid agencies in implementing the rule in new construction and major renovation projects. This resource is also valuable for utility energy service contracts and “MUSH” market—municipal and state governments, universities and colleges, K-12 schools, and hospitals—energy savings performance contracts. Since 1981, FEMP has hosted the Federal Energy and Water Management Awards that honors and distinguish federal employees who develop and implement exemplary, cost-effective projects and programs.
