National Laboratories Meet-up for Collaboration on FEMP’s Smart Labs
Laboratories consume up to 3 to 10 times more electricity than average office buildings. To combat this, labs are implementing a Smart Labs program which offers a systems-based management approach that for better building performance.
In February 2024, the National Renewable Energy Laboratory (NREL) hosted a meet-up attended by 34 representatives from various national laboratories. They shared experiences, successes, and challenges in Smart Lab implementation, aiming to exchange best practices. Discussions covered topics such as ventilation risk assessments, lab renovations, and stakeholder roles. Through technology and collaboration, we aim to create safer, more energy-efficient laboratories fostering innovation in scientific research. Learn more about Smart Labs.

Tool Assessment
Distributed Energy Resource Cybersecurity Framework Tool (DER-CF) Shines in Solar Cybersecurity Assessment
The United States faces unprecedented complexity in its energy infrastructure, making cybersecurity a top priority. The FEMP-funded DER-CF tool is a free, open-access platform that helps federal asset owners identify their cybersecurity maturity posture within their distrusted energy resource systems through self-assessments. Featuring an interactive dashboard, progress tracking, and graphical representations, DER-CF is a game-changer in fortifying cybersecurity maturity for all types of renewable deployments against cyber threats and addressing evolving cybersecurity challenges. Learn more about the DER-CF and how it can strengthen your cybersecurity efforts.
New Guidance
Guidance on Utility Rate Estimations and Weather Normalization in Performance Contracts
Used in federal energy savings performance contracts and utility energy service contracts, this document updates the water and wastewater escalation rate ceilings, and provides clarification on using published future utility rates.
Feedback Requested
Measurement and Verification (M&V) for Performance-Based Contracts Version 5.0
FEMP is seeking feedback on the released draft of the M&V guidelines, which expand the number of measures included with specific guidance, clarifying and revising language to align with international protocols, and updating federal energy savings performance contract M&V-related document outlines. Agencies, energy service companies, utilities, project facilitators, and other stakeholders are encouraged to review the document. Feedback is due April 19, 2024. View the updated document.

Upcoming Live Trainings
Selling Renewable Energy to the Federal Government: Renewable Energy Certificates
Thursday, March 21, 2024 | 2:00–3:00 PM ET | .2 CEUs | Introductory
This training will help attendees understand the challenges, considerations, and best practices surrounding federal procurement of energy attribute certificates (EACs), the most commonly traded product being renewable energy certificates (RECs). This training will provide attendees with an overview of the common procurement approaches used to acquire EACs in the federal sector, with a particular focus on the Indian Energy Purchase Preference provision in the Energy Policy Act of 2005.
Data Center Energy Practitioner (DCEP) Training Program
Data centers are energy-intensive and opportunities exist to reduce energy use, but significant knowledge, training, and skills are required to perform accurate data center energy assessments. To accelerate energy savings, the data center industry and DOE partnered to develop the DCEP program. The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers.
Join for one of our three live online courses every other month to become a qualified DCEP.
