FEMP Welcomes New Leadership and Staff
Anna J. Siefken, Deputy Director
In October 2023, Siefken assumed the role of Deputy Director for the Federal Energy Management Program (FEMP). Previously, she was Senior Advisor to the Energy Department’s Office of Technology Transitions (OTT) after nearly a year as Commercialization Executive to the same office. At OTT, she championed long-duration energy storage (LDES) commercialization by driving industry, manufacturing, and start-up engagement toward the goal of cutting grid-scale energy storage costs by 90%. She created an innovative new partnership between DOE, Edison Electric Institute, Electric Power Research Institute, and the LDES Council with a specific focus on offtake, supply chain, and tech innovation.
Siefken concurrently serves as the Delegate to represent the United States on Mission Innovation’s Technical Advisory Group (TAG) with oversight on Zero-Emission Shipping, Industrial Decarbonization, and the Green-Powered Future. In 2020, Siefken was appointed Ambassador of the DOE Clean Energy Education and Empowerment (C3E) by the Secretary of Energy. Nael Nmair, Facilities and Fleet Supervisor

Nael brings over 30 years of facility design and construction experience to his new supervisor role. Nael joined FEMP as a Program Manager in 2016 and brought keen insight into federal agency building engineering and construction which he acquired during his time serving both the U.S. Air Force's mission at Arnold, Edwards, and Eglin AFB and the U.S. Army Corps of Engineers' mission in Egypt, Jordan, Lebanon, and Yemen, and as an energy/infrastructure manager with the U.S. Air Force’s largest bases: Arnold, Edwards, and Eglin AFB.
His recent IACET Distinguished Service award holds a special spot in his heart because training others on how to make a difference in the energy world is one of his passions.
Priya Stiller, Performance Contracting
Priya Stiller comes to FEMP from the U.S. Engineering and Support Center in Huntsville (HNC), where she supported the U.S. Department of Defense with energy savings performance contracts and utility energy service contracts. She also performed assignments at the Army Office of Energy Initiatives and U.S. Army Corps of Engineers' (USACE) Headquarters and managed complex civil works and infrastructure investigation projects at USACE Savannah District. Stiller received recognition for meritorious service as a project manager for the Richard B. Russell Construction Project addressing hydropower pump-back capability.

FEMP Focus
GSA, DOE Seek Technologies that Support Net-Zero Carbon Buildings
On October 16, 2023, as part of President Biden’s Investing in America agenda, and through the Green Proving Ground (GPG) program, the U.S. General Services Administration (GSA), in collaboration with the U.S. Department of Energy (DOE), announced a new request for information (RFI) about technologies that can enable energy efficiency, electrification, and decarbonization in commercial buildings and contribute to a more efficient electric infrastructure. With $30 million in funding from the Inflation Reduction Act (IRA)–the largest climate investment in history–this RFI will result in more than triple the number of technologies in the program.
This year’s RFI is focused on emerging and sustainable technologies that support:
- Deep Energy Retrofits
- All-Electric Buildings and Vehicle Fleets
- Net-Zero Operations
- Healthy and Resilient Buildings
- Building Commissioning and Control

Rural and Municipal Utility Cybersecurity (RMUC) Program Advanced Cybersecurity Technology (ACT) 1 Prize Competition
The ACT 1 Prize competition will award up to $200,000 in cash prizes and technical assistance to electric cooperative, public power, and small investor-owned utilities to improve their cybersecurity posture. The deadline for the ACT 1 Prize submissions is November 29, 5:00 pm ET.

Energy Savings Performance Contracts: Five Phases To Success!
This training provides a high-level understanding of what an ESPC is and how it is used to accomplish energy improvements, task order ordering procedures, contractor selection, risk and responsibility, measurement and verification, applicable financial schedules, pricing and financing aspects of the project, and post award contract administration including FEMP's Life of Contract services.
