MISSILE DEFENSE AGENCY
Analytical Services Inc., Huntsville, Ala., was awarded a $157,120,496 indefinite-delivery/indefinite-quantity contract. Under this contract, the contractor directly supports all phases of flight and ground testing and is responsible for the development, sustainment and modernization operations of Ballistic Missile Defense System dedicated test data management and data analysis lab infrastructure, test data transfer network connections, distributed operations systems and servers, and other systems. The work will be performed in Huntsville, Ala. The ordering period is from Oct. 10, 2013 through Oct. 9, 2018. Fiscal 2013 funds in the amount of $167,406 are being obligated on this award. The Missile Defense Agency, Huntsville, Ala., is the contracting agency (HQ0147-14-D-0002). (Awarded Oct. 10, 2013)
AIR FORCE
Northrop Grumman Systems Corp., Northrop Grumman Aerospace Systems, Melbourne, Fla., was awarded a $414,500,000 firm-fixed-price, fixed-price-incentive-firm, and cost-plus-fixed-fee type indefinite-delivery/indefinite-quantity contract for the Joint STARS System Improvement Program III. The JSSIP III contract will support the current Joint STARS program office and Air Combat Command projections of improvements to increase E-8C performance, capability, reliability and maintainability. Work will be performed at Melbourne Fla., and is expected to be complete by Oct. 20, 2020. This award is the result of a sole-source acquisition. No funds are being obligated at time of award. Air Force Material Command, Air Force Life Cycle Management Center/Hanscom Air Force Base, Mass., is the contracting activity (FA8730-14-D-0002).
The SI organization Inc., King of Prussia, Pa., was awarded an $83,748,017 multiple-type contract including cost-plus-incentive-fee and firm-fixed-price for systems engineering and integration (SE&I) technical support. This contract provides for SE&I for the GPS Enterprise system of stems that are composed of three product segments that are a space segment, a control segment and a user segment. Work will be performed at Los Angeles Air Force Base, Calif., with an expected completion date of April 11, 2020. Fiscal 2013 research, development, test and evaluation funds in the amount of $3,250,000 along with fiscal 2013 procurement funds in the amount of $150,000 are being obligated at time of award. This contract was a competitive acquisition and three offers were received. The Air Force Space and Missile Center, Los Angeles Air Force Base, Calif., is the contracting activity (FA8807-14-C-0001).
Raytheon, McKinney, Texas, was awarded a $50,150,434 basic ordering agreement (FA8620-11-G-4050) for 37 Multispectral Targeting System (MTS)-B Turret units, 37 MTS HD electronics units, associated containers, MTS-B initial shop replaceable unit/spares, and support equipment. Work will be performed at McKinney, Texas, and is expected to be completed by Sept. 30, 2014. This award is the result of a sole-source acquisition. Fiscal 2013 procurement funds in the amount of $50,150,434 are being obligated at time of award. Air Force Life Cycle Management Center/WIIK, Medium Altitude Unmanned Aircraft Systems, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (Awarded Oct. 18, 2013)

Phillips & Jordan Inc., Knoxville, Tenn., (W912P8-14-D-0001/0005/0006/0008); Ceres Environmental Services Inc., Brooklyn Park, Minn., (W912P8-14-D-0002); Environmental Chemical Corp., Burlingame, Calif., (W912P8-14-D-0003); Ashbritt Environmental, Deerfield, Fla., (W912P8-14-D-0004); and Crowder Gulf, Theodore, Ala., (W912P8-14-D-0007); were awarded a firm-fixed-price, multiple-award, task-order contract with a maximum value of $240,000,000 for debris management services for the United States and U.S. territories. Performance location and funding will be determined with each order. The bid was solicited through the Internet, with 16 bids received. The Army Corps of Engineers, New Orleans, La., is the contracting activity.
FEDCON - Joint Venture, Clearwater, Fla., was awarded a firm-fixed-price contract with a maximum value of $48,372,000 for services in support of the Hurricane and Storm Damage Risk Reduction System. Work will be performed in Belle Chasse, La. Fiscal 2014 procurement funds are being obligated on this contract. The bid was solicited through the Internet, with 11 bids received. The Army Corps of Engineers, New Orleans, La., is the contracting activity (W912P8-14-C-0002).
NAVY
BAE Systems Information and Electronics, Nashua, N.H., is being awarded an $11,005,126 modification under a previously awarded contract (N00024-10-C-6302) to fabricate, assemble, test and deliver three AN/SQQ-32(V)4 Minehunting Sonar Set High Frequency Wideband upgrade systems. The AN/SQQ-32 Minehunting Sonar was designed for deep water minehunting. Work will be performed in Hudson, N.H. (78 percent), East Granby, Conn. (11 percent), Littleton, Mass. (5 percent), Nashua, N.H. (4 percent), and Austin, Texas (2 percent), and is expected to be completed by December 2015. Fiscal 2013 other procurement, Navy funding in the amount of $11,005,126 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
L3-Kollmorgen Corp., Northampton, Mass., was awarded a $10,970,754 modification to previously awarded contract (N00024-11-C-5447), for the fiscal 2013 MK 20 Electro-Optical Sensor System units including the associated equipment, services and emergent provisioned item order for spares requirements and level-of-effort engineering services. The MK 20 Electro-Optical Sensor System is employed as a check sight and targeting sensor for anti-surface and anti-air warfare, and naval gun fire support missions as well as ship self defense and situational awareness. This contract combines purchases for the U.S. Navy (74 percent) and the government of Australia (26 percent) under the Foreign Military Sales (FMS) Program. Work will be performed in Northampton, Mass. (93.3 percent) and Brattleboro, Vt. (6.7 percent) and is expected to be completed by December 2015. Fiscal 2013 shipbuilding and conversion, Navy, fiscal 2013 other procurement, Navy, and FMS funding in the amount of $10,970,754 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. (Awarded Sept. 24, 2013)
WASHINGTON HEADQUARTERS SERVICES
