CONTRACTS

ARMY

            Exelis Systems Corp., Colorado Springs, Colo., was awarded a $463,192,596 modification (P00055) to a previously awarded cost-plus-award-fee, multi-year, option-filled contract (W52P1J-10-C-0062) for the Kuwait Base Operations and security support services.  The cumulative total face value of this contract is $1,277,559,604.  Work will be performed in Kuwait.  Fiscal 2013 Procurement funds in the amount of $67,478,913 are being obligated on this award.  The Army Contracting Command, Rock Island, Ill., is the contracting activity. 

            Lockheed Martin – Missiles and Fire Control, Orlando, Fla., was awarded a firm-fixed-price, Foreign Military Sales (FMS) contract with a maximum value of $223,310,000 for the procurement of Modernized-Target Acquisition Designations Sight pilot night vision sensors and related services.  This FMS contract is in support of Korea.  Fiscal 2013 Procurement funds are being obligated on this award.  Three bids were solicited, with three bids received.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-13-C-0104). 

            Jacobs Technology Incorporated, Tullahoma, Tenn., was awarded a firm-fixed-price, option-filled contract with a maximum value of $63,473,851 for test support services.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with three bids received.  The Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0001). 

            Oshkosh Corp., Oshkosh, Wis., was awarded a $21,956,376 modification (00078) to a previously awarded firm-fixed-price contract (W56HZV-09-D-0159) for the procurement of Family of Medium Tactical Vehicles.  The cumulative total face value of this contract is $4,627,822,989.  A combination of fiscal 2011, fiscal 2012 and fiscal 2013 Procurement funds are being obligated on this award.  The Army Contracting Command, Warren, Mich., is the contracting activity. 

            Bruker Detection Corp., Billerica, Mass., was awarded a firm-fixed-price, option-filled contract with a maximum value of $37,940,000 for the procurement of Improved Chemical Point Detection Systems and on-board kits.  Performance location and funding will be determined with each order.  One bid was solicited, with one bid received.  The Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W911SR-13-D-0002). 

            Textron Land and Marine Systems, New Orleans, La., was awarded a firm-fixed-price, Foreign Military Sales (FMS) contract with a maximum value of $31,619,963 for the procurement of COMMANDO Advanced Armored Personnel Carriers and related services.  This FMS contract is in support of Columbia.  Fiscal 2013 Procurement funds are being obligated on this award.  One bid was solicited, with one bid received.  The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-13-C-0333). 

            Honeywell International Incorporated, Phoenix, Ariz., was awarded a firm-fixed-price, option-filled contract with a maximum value of $29,375,653 for the procurement of T-55 engines for the CH-47 Chinook aircraft.  There is a Foreign Military Sales option included in this contract for potential use in the future.  Performance location and funding will be determined with each order.  One bid was solicited, with one bid received.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-13-D-0148). 

            Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $25,800,000 modification (001213) to a previously awarded cost-plus-fixed-fee contract (W31P4Q-07-G-0001) for the follow on test program in support of the PATRIOT Advanced Capability – 3 / Missile Segment Enhancement.  The cumulative total face value of this contract is $51,041,005.  Fiscal 2013 Research, Development, Testing and Engineering funds in the amount of $6,108,338 are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity. 

            Safeco Insurance Co., of America, Seattle, Wash., was awarded a $17,500,000 modification (P00011) to a previously awarded firm-fixed-price contract (DACA83-02-C-0009) for construction services at Hickam Air Force Base, Hawaii.  The cumulative total face value of this contract is $46,231,972.  The modification award amount is being paid from the U.S. Department of Treasury Judgment Fund.  The Army Corps of Engineers, Fort Shafter, Hawaii, is the contracting activity. 

            General Dynamics Information Technology Inc., Fairfax, Va., was awarded a firm-fixed-price contract with a maximum value of $16,107,936 for the procurement of information technology and information management services.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with four bids received.  The Army Corps of Engineers, Winchester, Va., is the contracting activity (W91QUZ-06-D-0002). 

            Weeks Marine Inc., Covington, La., was awarded an indefinite-delivery/indefinite-quantity, firm-fixed-price contract with a maximum value of $12,728,225 for dredging services in support of various projects.  Work will be performed in West Baton Rouge Parish, La.; West Feliciana Parish, La.; St. Martin Parish, La.; and St. Mary Parish, La.  The type of appropriation will be determined with each order.  The bid was solicited through the Internet, with three bids received.  The Army Corps of Engineers, New Orleans, La., is the contracting activity (W912P8-13-D-0010). 

            WRS Compass, Tampa, Fla., was awarded a firm-fixed-price contract with a maximum value of $10,832,600 for construction services.  Work will be performed in Lake Harbor, Fla.  Fiscal 2013 Procurement funds are being obligated on this award.  There were 60 bids solicited, with two bids received.  The Army Corps of Engineers, Jacksonville, Fla., is the contracting activity (W912EP-13-C-0019). 

            Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $9,569,210 modification (0005) to a previously awarded cost-plus-fixed-fee contract (W31P4Q-13-D-0030) for unscheduled maintenance in support of the PATRIOT Advanced Capability – 3 Missile Support Center.  The cumulative total face value of this contract is $29,483,922.  Fiscal 2013 Operations and Maintenance funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity. 

            The Boeing Co., Ridley Park, Penn., was awarded an $8,729,859 modification (0022613) to a previously awarded cost-plus-fixed-fee contract (W58RGZ-04-G-0023) for the continued services in support of the Cargo Platform Health Environment for Non-recurring Engineering.  The cumulative total face value of this contract is $26,076,952.  Fiscal 2011 and fiscal 2013 Procurement funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity.

NAVY

            Camber Corp., Huntsville Ala. (N00244-13-D-0015); Deloitte Consulting LLP Alexandria Va. (N00244-13-D-0016); General Dynamics Information Technology, Inc., Needham Mass. (N00244-13-D-0017); Mission Essential Personnel, LLC, Columbus, Ohio (N00244-13-D-0018); and Vose Technical Systems General, Tacoma, Wash. (N00244-13-D-0019), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award contract with fixed-priced provisions to technical/professional support, and related tailored administrative services for the Center for Civil Military Relations,Camber Corp., is being awarded $32,989,009, and if all options are exercised, the total aggregate value will be $99,685,514.  Deloitte Consulting LLP is being awarded $10,016,317, and if all options are exercised, the total aggregate value will be $30,769,810.  General Dynamics Information Technology, Inc., is being awarded $30,752,682, and if all options are exercised, the total aggregate value will be $94,045,583.  Mission Essential Personnel, LLC is being awarded $4,921,667, and if all options are exercised, the total aggregate value will be $14,975,766.  Vose Technical Systems General LLC is being awarded $5,460,771, and if all options are exercised, the total aggregate value will be $16,498,593.  All six contracts will have the opportunity to bid on the individual task orders.  Funding for these contracts will be provided on individual task orders.  Work will be performed in various locations outside the continental United States (80 percent); Army Active, Reserve and National Guard posts in the United States (10 percent); Monterey, Calif. (8 percent); Kailua, Hawaii (1 percent); and Tampa, Fla. (1 percent).  Work is expected to be completed by July 31, 2014.  If all options are exercised, work will continue through July 30, 2016.  Fiscal 2013 Operations and Maintenance and Navy funds in the amount of $5,000 for the ordering minimum will be obligated at the time of award and will be equally divided among all contractors.  Contract funds will expire at the end of the current fiscal year.  This announcement also identifies potential Foreign Military Sale efforts for training of foreign troops or education of officials.  Potential countries where performance may occur are Egypt, Indonesia, Singapore, and Saudi Arabia, and combined would equate to less than two percent of the total effort.  The contracts were competitively procured via the Navy Electronic Commerce Online and the Federal Business Opportunities websites, with seven offers received in response to these solicitations.  NAVSUP, Fleet Logistics Center, San Diego, Calif., is the contracting activity. 

            National Steel and Shipbuilding Co., San Diego, Calif., is being awarded a $13,066,809 modification to previously awarded cost-plus-award-fee and cost-plus-incentive-fee contract (N00024-07-C-4013) for USS Peleliu (LHA 5) fiscal 2013 phased maintenance availability.  A phased maintenance availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities.  Work will be performed in San Diego, Calif., and is expected to be completed by January 2014.  Fiscal 2013 Operations and Maintenance, Navyfunds in the amount of $13,066,809 will be obligated at time of award.  Contract funds in the amount of $13,066,809 will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, Calif., is the contracting activity. 

            Kollmorgen Corp., Northampton, Mass., is being awarded a $9,799,832 cost-plus-fixed-fee basic ordering agreement for engineering and logistics services, refurbishment, overhaul and upgrade in support of the MK 46 Optical Sight System and the MK 20 Electro Optical Sensor components and sub components.  Work will be performed in Northampton, Mass., and is expected to be completed by July 2016.  Fiscal 2013 and 2014 Other Procurement, Navy funding in the amount of $9,799,832 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements (FAR 6.302-1).  The Port Hueneme Division, Naval Surface Warfare Center, Port Hueneme, Calif., is the contracting activity (N00024-11-G-5449). 

AIR FORCE

            General Atomics - Aeronautical Systems, Inc., Poway, Calif., has been awarded a $39,455,726 cost-plus-fixed-fee contract for the MQ-9 Technology Insertion Technical Solution.  This contract action will modify MQ-9 Block 5, Ground Control Station (GCS) Block 30 and GCS Block 50 as required to enable integration and testing of the Tech Insertion capability.  Work will be performed at Poway, Calif., and is expected to be completed by May 31, 2016.  This award is the result of a sole-source acquisition and one offer was solicited and received.  2012 Research and Development funds in the amount of $10,600,000 are being obligated at time of award.  Air Force Life Cycle Management Center/WIIK, Medium Altitude Unmanned Aircraft Systems, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (FA8620-10-G-3038 DO 0041)

            BAE Systems Information and Electronic Systems Integration Inc., Burlington, Mass., is being awarded a $79,051,718 cost-plus-fixed-fee contract (HR0011-13-C-0075).  This award supports the DARPA Insight program, which is developing an adaptable, integrated human-machine exploitation and resource management system.  Work will be performed in Burlington, Mass. (34.38 percent); McLean, Va. (0.82 percent); Woburn, Mass. (1.28 percent); Cambridge, Mass. (1.46 percent); Boulder, Colo. (0.21 percent); Alexandria, Va. (3.36 percent); Cherry Hill, N.J. (27.44 percent); Toronto (3.28 percent); Medford, N.J. (0.16 percent) and Vienna, Va., (27.61 percent).  The estimated completion date is Jan. 28, 2016.  The contracting activity is the Defense Advanced Research Projects Agency, Arlington, Va.
