Navy

            The Boeing Co., Seattle, Wash., is being awarded a $2,042,060,385 modification to a previously awarded fixed-price-incentive-firm contract (N00019-12-C-0112) for the procurement of 13 P-8A multi-mission maritime low rate initial production (LRIP) Lot IV aircraft and 13 ancillary mission equipment kits in support of the LRIP Lot IV aircraft.  In addition this modification includes procurement for one lot of diminishing manufacturing sources and long-lead parts associated with the manufacture of 16 P-8A full-rate production Lot I aircraft.  Work will be performed in Seattle, Wash. (78.4 percent); Baltimore, Md. (4.7 percent); Greenlawn, N.Y. (2.4 percent); Cambridge, United Kingdom (1.6 percent); Rockford, Ill. (1.1 percent); North Amityville, N.Y. (1 percent); and other various locations inside and outside of the United States (10.8 percent), and is expected to be completed in April 2016.  Fiscal 2013 Aircraft Procurement Navy contract funds in the amount of $2,042,060,385 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Lockheed Martin Mission Systems and Training, Owego, N.Y., is being awarded a $39,427,558 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide flight test, technical, management, and process support services necessary to update and maintain operational software, vendor software, maintenance-related software, and laboratory support software in support of the MH-60R/S and SH-60B aircraft.  Work will be performed in Owego, N.Y. (85 percent); Patuxent River, Md. (12 percent); Pascagoula, Miss. (1.5 percent); and Bath, Maine (1.5 percent), and is expected to be completed in September 2015.  Fiscal 2013 Operations & Maintenance, Navy contract funds in the amount of $814,024 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 USC 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-D-0011). 

            PKL Services Inc., Poway, Calif., is being awarded a $16,300,156 modification to a previously awarded firm-fixed-price contract (N00421-09-C-0023) to exercise an option for reset organizational level maintenance services in support of Marine Corps AH-1W, UH-1N, CH-53D/E, and CH-46E platforms.  Work will be performed in Camp Pendleton, Calif. (30 percent); Jacksonville, Fla. (25 percent); Iraq/Afghanistan (22 percent); San Diego, Calif. (18 percent); and Kaneohe Bay, Hawaii (5 percent), and is expected to be completed in February 2014.  Fiscal 2013 Operations & Maintenance, Navy contract funds in the amount of $16,300,156 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity. 

            Brady G2*, San Diego, Calif. (N62583-09-D-0142); Enviro Compliance Solutions Inc.*, Tustin, Calif. (N62583-09-D-0143); Accord Engineering Inc.*, Santa Ana, Calif. (N62583-09-D-0144); RORE-ITSI Joint Venture LLC*, San Diego, Calif. (N62583-09-D-0145); and Environmental Cost Management Inc.*, Costa Mesa, Calif. (N62583-09-D-0146), are being awarded a $15,000,000 firm-fixed-price modification to increase the maximum dollar value of an 8(a) multiple award indefinite-delivery/indefinite-quantity contract to exercise option four for environmental consulting services in support of various Navy, Marine Corps and federal government programs throughout the United States and its territories.  The work to be performed provides for obtaining support for innovative environmental solutions; support for guiding and managing environmental projects; site characterization, data analysis, and data management utilizing the Triad approach and the Navy Installation Restoration Information System; environmental reporting and document preparation; innovative environmental solutions outreach; and environmental program management support.  After award of this option, the total cumulative contract value will be $75,000,000.  Work will be performed throughout the continental United States and its territories and is expected to be completed by July 2014.  No funds will be obligated with this award.  No task orders are being issued at this time.  Contract funds will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity. 

            Insitu Inc., Bingen, Wash., is being awarded an $8,528,000 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-12-G-0008) to address hardware obsolescence issues and align two previously delivered early operational capability RQ-21A small tactical unmanned aircraft systems to the current system configuration.  This delivery order provides for hardware upgrades as well as field service representatives and instructors to ensure a seamless transition.  Work will be performed in Bingen, Wash., and is expected to be completed in March 2014.  Fiscal 2013 Operations & Maintenance, Navy contract funds in the amount of $8,528,000 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Andromeda Systems Inc.*, Virginia Beach, Va., is being awarded a $7,700,000 ceiling-priced, indefinite-delivery/indefinite-quantity contract for the delivery of software tools in support of maintenance planning, scheduling, and execution (MPS&E); the integration of MPS&E software across the Naval Aviation Enterprise; and technical support and maintenance associated with MPS&E software.  These software tools originated with the E-6B aircraft and will now be developed for Naval Aviation Enterprise-wide usage.  Work will be performed in Patuxent River, Md. (56 percent) and Jacksonville, Fla. (44 percent), and is expected to be completed in February 2017.  Fiscal 2013 Operations & Maintenance, Navy contract funds in the amount of $605,000 are being obligated on this award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).  The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61340-13-D-0006). 

            TriEco Tetra Tech Joint Venture*, Oakland, Calif., is being awarded a maximum $7,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for hazardous material and waste management services in Texas, Mississippi, and Louisiana.  Task order 0001 is being awarded at $69,179 for Emergency Planning and Community Right to Know Act reporting at Naval Construction Battalion Command Gulfport and Naval Air Station Joint Reserve Base New Orleans.  Work for this task order is expected to be completed by July 2014.  All work will be performed at various Navy and Marine Corps facilities and other government facilities within the Naval Facilities Engineering Command Southeast area of responsibility including, but not limited to Texas (50 percent); Louisiana (25 percent); and Mississippi (25 percent), and is expected to be completed by July 2018.  Fiscal 2013 Operation and Maintenance, Navy Reserve contract funds in the amount of $69,179 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N69450-13-D-0045). 

Missile Defense Agency

            Raytheon Co., Integrated Defense Systems, Woburn, Mass., is being awarded a contract modification (P00010) under indefinite-delivery/indefinite-quantity (IDIQ) contract HQ0147-12-D-0005.  The value of this contract modification is $402,880,000, increasing the total ceiling value from $307,580,000 to $710,460,000.  Under this modification, the contractor will continue software maintenance, models and simulations, engineering support and Ballistic Missile Defense System test planning, execution and analysis for X-Band radars.  This modification will also include software development.  The work will be performed in Woburn, Mass.  The ordering period is from date of award through Oct. 31, 2016.  Research, Development, Test and Evaluation funds will be used on this award.  The Missile Defense Agency, Huntsville, Ala., is the contracting activity.

            Gray Research Inc. of Huntsville, Ala., is being awarded an indefinite-delivery/indefinite-quantity contract modification under contract W9113M-05-D-0003.  The total ceiling award value is increased by $21,886,024 from $222,609,913 to $244,495,937.  Under this IDIQ contract, the contractor will continue performing work under its previously competitively awarded cost-plus-award-fee contract, W9113M-05-D-0003, providing data management services for the Missile Defense Data Center Program.  The work will be performed in Huntsville, Ala.  The ordering period is being extended by six months, from July 31, 2013 to Jan. 31, 2014.  Fiscal year 2013 Research, Development, Test and Evaluation 0400 funds are being obligated on this award.  The Missile Defense Agency, Huntsville, Ala., is the contracting activity. 

Army

            Advanced Technology Systems Co., McLean, Va., was awarded a firm-fixed-price, multi-year, foreign military sales (FMS) contract with a maximum value of $26,666,806 for the procurement of tetra trunked radio communication systems for the Lebanese Armed Forces.  This FMS contract is in support of Lebanon.  Work will be performed in Lebanon.  The type of appropriation will be determined with each order.  One bid was solicited, with one bid received.  The Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W15P7T-13-C-D082). 

            SourceAmerica, Vienna, Va., was awarded a $24,929,148 modification (P00049) to a previously awarded firm-fixed-price, option-filled contract (W9124D-11-C-0019) for the facilities maintenance services in support of the Fort Knox, Ky., Directorate of Public Works.  The cumulative total face value of this contract is $47,735,541.  Fiscal 2013 operations and maintenance funds in the amount of $9,049,882 are being obligated on this award.  The Army Contracting Command, Fort Knox, Ky., is the contracting activity. 

            EADS North America, Herndon, Va., was awarded a $21,767,416 modification (P00712) to a previously awarded firm-fixed-price, option-filled contract (W58RGZ-06-C-0194) for continued contractor logistical support services.  The cumulative total face value of this contract is $2,303,079,504.  Fiscal 2013 operations and maintenance funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity. 

            MedTrust LLC, San Antonio, Texas, was awarded a $20,381,274 modification (P00002) to a previously awarded firm-fixed-price contract (W81K00-13-D-0003) for the extension of registered nursing services of various specialties.  The type of appropriation will be determined with each task order issued.  The Army Medical Command, Fort Sam Houston, Texas, is the contracting activity. 

Defense Logistics Agency

            Woodward HRT, Santa Clarita, Calif., has been awarded a maximum $24,662,559 modification (P00001) exercising the fourth option-year for supply spare parts to support numerous aircraft platforms.  The contract is a firm-fixed-price contract.  Location of performance is California, with a July 30, 2014 performance completion date.  Using services are Army, Navy, Air Force, and Marine Corps.  Type of appropriation is fiscal 2013 through fiscal 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Richmond, Va., SPE4AX-09-D-9409. 

            Carter Industries Inc.**, Olive Hill, Ky., has been award a maximum $9,244,800 modification (P00012) exercising the second option year for improved combat vehicle crewman's, universal camouflage pattern coveralls.  The contract is a firm fixed price contract.  Locations of performance are Kentucky and New York with a July 30, 2014 performance completion date.  Using service is Army.  Type of appropriation is fiscal year 2013 through fiscal year 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., SPM1C1-11-D-1026.
