Defense Secretary Leon E. Panetta administers the oath of office to Marine Corps Gen. John F. Kelly before the U.S. Southern Command's change-of-command ceremony in Miami, Nov. 19, 2012. Kelly assumed command from Air Force Gen. Douglas Fraser.
