Deputy Defense Secretary Ashton B. Carter addresses service members during an all-hands call onboard the USS Missouri in Pearl Harbor, Hawaii, July 18, 2012. Carter was there to kick off a 10-day trip to the Asia-Pacific region with stops in Guam, Japan, Thailand, India and South Korea.
