Deputy Defense Secretary Ashton B. Carter addresses service members during an all-hands call onboard the USS Missouri, the battleship that served as the site of the surrender that ended World War II, in Pearl Harbor, Hawaii, July 18, 2012. Carter is in the state to kick off a 10-day trip to the Asia-Pacific region with stops in Guam, Japan, Thailand, India and South Korea.
