DEFENSE LOGISTICS AGENCY

 

Genco Infrastructure Solutions Inc., Cranberry Township, Pennsylvania, has been awarded a maximum $95,000,000 hybrid fixed-price-incentive-firm, indefinite-delivery/indefinite-quantity contract for contractor-owned/contractor-operated warehouse and distribution operations support. This is a five-year contract with no option periods. This was a competitive acquisition with four responses received. Location of performance is Bahrain, with a Feb. 28, 2023, performance completion date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. In this ordering period, $17,583,038 will be obligated using fiscal 2018 funds. The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pennsylvania (SP3300-18-D-5003).

 

UPDATE: Kovatch Mobile Equipment Corp., Nesquehoning, Pennsylvania (SPE8EC-18-D-0011) has been added as an awardee to a multiple-award contract for commercial fire and emergency vehicles, issued against solicitation SPE8EC-17-R-0006 announced May 5, 2017.

AIR FORCE

 

Enterprise Engineering Inc., Anchorage, Alaska (FA8903-18-D-0002); Argus Consulting Inc., Overland Park, Kansas (FA8903-18-D-0004); CJW Ventures, Linden, Virginia (FA8903-18-D-0006); GTP Consulting Engineers Inc., Duluth, Georgia (FA8903-18-D-0007); Robert and Co., Atlanta, Georgia (FA8903-18-D-0010), have been awarded a combined, not-to-exceed $49,000,000 indefinite-delivery/indefinite-quantity contract to provide architect-engineer services for Department of Defense petroleum, oil, and lubricant facilities. Work will be performed in a variety of locations around the world, as determined by individual task orders. Work is expected to be complete by Feb. 28, 2023. This award is the result of a competitive acquisition and 21 offers were received.  Thirteen total awards were made. Defense Logistics Agency working capital funds will be obligated on individual task orders. The 772nd Enterprise Sourcing Squadron, Air Force Installation Contracting Agency, Joint Base San Antonio, Texas, is the contracting activity.

 

DSD Laboratories Inc., Sudbury, Massachusetts, has been awarded a $7,700,000 firm-fixed-price modification (P00008) to previously awarded task order FA8770-17-F-0510 under the NETCENTS-II Application Services Small Business Companion contract (FA8771-12-D-1005) for the Defense Enterprise Accounting Management System (DEAMS) technical upgrade and sustainment initiative. This modification extends the R12 Go-Live date, while adding in-scope work to complete an apps schema migration, remediation of code for additional 17.x releases, testing, and training support. This modification brings the total cumulative face value of the contract to $20,082,605. Work will be performed in Dayton, Ohio, and is expected to be complete by Oct. 31, 2018. Fiscal 2018 operations and maintenance funds in the amount of $7,700,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

NAVY

 

General Dynamics Information Technology, Fairfax, Virginia, is being awarded a $48,960,190 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity, single award contract with cost-plus-fixed-fee and firm-fixed-price ordering provisions for research and development, technical, analytical, and engineering support services across a variety of mission areas to provide the capability to meet both existing and emerging command and control requirements at the Joint Staff J6 C4 Assessments Division.  The contract will include a five-year base ordering period with a six-month ordering period option pursuant of Federal Acquisition Regulation 52.217-8 - option to extend services, which if exercised, will bring the total estimated value to $53,927,366.  Work will be performed in Suffolk, Virginia, and is expected to be completed by February 2023; if the option is exercised, the ordering period will continue through August 2023.  Fiscal 2017 research, development, test and evaluation funds in the amount of $25,000 will be obligated to fund the contract’s minimum amount and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with two offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office, Philadelphia, Pennsylvania, is the contracting activity (N00189-18-D-Z020).

The contractor will procure the Virginia Payload Module Tube Pairing Fixture supporting critical path Block V construction.  Work will be performed in Groton, Connecticut, and is expected to be completed by April 2019. Fiscal 2018 shipbuilding and conversion (Navy) funding in the amount of $8,425,570 will be obligated at the time of award and will not expire at the end of the current fiscal year. Cubic Defense Applications Inc., Peckville, Pennsylvania, is being awarded a $7,717,931 cost-plus-fixed-fee contract to develop a new approach for scalable assessment and exploration of combined arms concepts in the urban environment by building on nascent capabilities for the dynamic, adaptive composition of human capabilities, systems, and plans, while leveraging novel game mechanics and software architectures. This contract includes two option periods which, if exercised, would bring the potential value of this contract to $12,806,521. Work will be performed in Peckville, Pennsylvania, and with options exercised, work will continue through February 2021.  Fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $600,000 will be obligated at time of award.  This contract was competitively procured via publication on the Defense Advanced Research Projects Agency broad agency announcement, with nine offers received and five selected for award. The Space and Naval Warfare Systems Center Pacific is the contracting activity (N66001-18-C-4022).

 

Thales Defense and Security Inc., Clarksburg, Maryland, is being awarded $7,161,204 for ceiling-priced, undefinitized contract action delivery order N00383-18-F-A500 under a previously awarded basic ordering agreement (N00383-17-G-A501) for the repair of five items that include modules and helmets required to support the H-1 helicopter. Work will be performed in Clarksburg, Maryland (65 percent); and Bordeaux, France (35 percent). Work will be completed by February 2019. Fiscal 2018 working capital funds (Navy) in the amount of $3,508,990 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. One firm was solicited for this sole-source requirement under 10 U.S. Code 2304(C)(1) with one offer received. Lockheed Martin Rotary and Mission Systems, Orlando, Florida, is being awarded a $7, 099,974 cost-plus-fixed-fee contract to develop a new approach for scalable assessment and exploration of combined arms concepts in the urban environment by building on nascent capabilities for the dynamic, adaptive composition of human capabilities, systems, and plans, while leveraging novel game mechanics and software architectures. This contract includes two option periods which, if exercised, would bring the potential value of this contract to $14,844,889.  Work will be performed in Orlando,Florida and with options exercised, work will continue through February 2021.  Fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $600,000 will be obligated at time of award.  Thereafter, funds will be incrementally obligated.  This contract was competitively procured via publication on the Defense Advanced Research Projects Agency broad agency announcement, with nine offers received and five selected for award. ARMY

 

Mayvin Consulting Group Inc.,* Annandale, Virginia, was awarded a $47,500,000 firm-fixed-price contract for scientific, engineering and technical assistance with emphasis in business management, program and project management, logistics support, and engineering for the U.S. Special Operations Command’s Program Manager special programs. Bids were solicited via the Internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 22, 2023. Babcock SDV LLC,* Arkansas City, Kansas, was awarded a $19,541,800 firm-fixed-price contract for Mississippi River and tributaries, Old River Control, Louisiana; Old River Control Complex 2018 Overbank Structure Outlet Gabion Repairs in Concordia Parish, Louisiana. Bids were solicited via the internet with six received. Work will be performed in Lettsworth, Louisiana, with an estimated completion date of June 30, 2019. Fiscal 2017 operations and maintenance (Army) funds in the amount of $19,541,800 were obligated at the time of the award. AM General LLC, South Bend, Indiana, was awarded an $11,843,793 modification (P00008) to contract W56HZB-16-C-0068 to procure an additional 60 vehicles for the M1167 High Mobility Multipurpose Wheeled Vehicles Recapitalization program for the Army National Guard. Work will be performed in Mishawaka, Indiana, with an estimated completion date of Dec. 31, 2018.
