Biden-Harris Administration Announces Preliminary Terms with Corning and Powerex to Support U.S. Supply Chain Resiliency
Today, the Biden-Harris Administration announced that the U.S. Department of Commerce signed two separate preliminary memoranda of terms (PMT) under the CHIPS and Science Act to provide Corning up to $32 million in proposed direct funding and Powerex up to $3 million in proposed direct funding.
The proposed investment in Corning would support the company’s expansion of its existing manufacturing facility in Canton, New York, and is expected to create 130 manufacturing jobs and over 175 construction jobs. The proposed investment in Powerex would support the modernization and expansion of the company’s back-end production facility in Youngwood, Pennsylvania, and is expected to create over 55 manufacturing jobs and up to 20 construction jobs.
“Because of the Biden-Harris Administration’s bipartisan CHIPS and Science Act, we are making targeted proposed investments across the semiconductor supply chain that are driving the revitalization of this industry in America,” said U.S. Secretary of Commerce Gina Raimondo. “These proposed actions are creating quality jobs across the country while advancing U.S. technological leadership.”
CHIPS AI/AE for Rapid, Industry-informed Sustainable Semiconductor Materials and Processes (CARISSMA) Funding Opportunity
On October 30, 2024, the Biden-Harris Administration announced a Notice of Funding Opportunity (NOFO) for activities that will use cutting-edge artificial intelligence (AI) and autonomous experimentation (AE) technologies to support the long-term viability of next-generation semiconductor manufacturing. The CHIPS AI/AE for Rapid, Industry-informed Sustainable Semiconductor Materials and Processes (CARISSMA) funding opportunity will be critical in meeting the industry’s technology, economic, and sustainability goals.
Mandatory concept papers are due January 13, 2025.

The NSTC Workforce Center of Excellence's (WCoE) programs are guided by real-time insights from stakeholders across the semiconductor ecosystem. This includes input from both NSTC members and the NSTC Workforce Advisory Board (WFAB). Comprised of key stakeholders from the private sector, government, non-profits, training providers, academia, and labor organizations, the WFAB will offer critical input on national and regional workforce strategies, ensuring the WCoE’s initiatives are employer-driven, worker-centered, and responsive to real-time industry challenges.
Today is the deadline for WFAB member nominations; the public nomination form will close at 11:59.
CHIPS National Advanced Packaging Manufacturing Program (NAPMP) Funding Opportunity
On October 18th, the Biden-Harris Administration issued a Notice of Funding Opportunity (NOFO) funded by the CHIPS and Science Act to enable the United States semiconductor industry to adopt innovative new advanced packaging flows for semiconductor technologies.
CHIPS for America anticipates making available up to approximately $1.6 billion for funding multiple awards across five research and development (R&D) areas, with the potential for follow-on funding for prototyping activities.

KDKA CBS News: Biden administration proposes $3 million investment to help expand Powerex facility in Hempfield Township

The Biden administration is proposing a $3 million investment to help a Westmoreland County manufacturing facility expand its production and workforce.
Powerex makes semiconductor parts for the military and for commercial use at its Youngwood facility in Hempfield Township and the company is aiming to nearly double its capacity and modernize key equipment.
The $3 million investment is being proposed as part of the CHIPS and Science Act, which the Biden administration signed into law to enhance and revitalize national production capacity of key components for U.S. semiconductor manufacturing, an industry that's expected to grow in the future.
The proposed investment would support the company's total investment of $15 million to help expand its production facility.

CANTON – U.S. Senate Majority Leader Chuck Schumer announced Thursday that Corning Incorporated has reached an up to $32 million preliminary memorandum of terms (PMT) funding agreement with the U.S. Department of Commerce to increase production at their Canton facility of specialized glass vital for the semiconductor industry.
The announcement came after Schumer visited Canton following the passage of his bipartisan CHIPS & Science Law and promised it would supercharge the demand for Corning’s critical technology and deliver big for the North Country,
Schumer said this expansion, which will help strengthen this vital supply chain for America’s national security, is expected to create up to 130 new, good-paying manufacturing jobs, including new union jobs, and over 175 union construction jobs.
