Earlier this week, the Department of Commerce launched the first CHIPS for America funding opportunity for manufacturing incentives to restore U.S. leadership in semiconductor manufacturing, support good-paying jobs across the semiconductor supply chain, and advance U.S. economic and national security. The Department will also be releasing a funding opportunity for semiconductor materials and equipment facilities in the late spring, and one for research and development facilities in the fall.
Here’s a look back at highlights from this week:
Vision for Success
This week, CHIPS for America also released a “Vision for Success” paper laying out strategic objectives for its investments in commercial fabrication facilities, building on the vision Secretary Raimondo shared in her speech last week at Georgetown University’s School of Foreign Service.
The CHIPS Program Office rigorously analyzed current gaps in the semiconductor supply chain to help applicants and other stakeholders understand how the program intends to fill these gaps and advance U.S. economic and national security.
The paper outlines four goals to reach by the end of the decade:
- Make the U.S. home to at least two new large-scale clusters of leading-edge logic chip fabs.
- Make the U.S. home to multiple, high-volume advanced packaging facilities.
- Produce high-volume leading-edge memory chips in the U.S.
- Increase production capacity for current-generation and mature-node chips, especially for critical domestic industries.

From Secretary Raimondo
This week, Secretary Raimondo sat down with Fox News, MSNBC, Yahoo Finance TV, and Bloomberg to discuss CHIPS for America’s core focus on advancing the long-term economic and national security of the United States.
Fox News: Secretary Raimondo: This is a national security issue
“The fact that we buy 92% of chips from any country is untenable. Every piece of military equipment, every satellite, every drone, every weapon system depends upon chips and the fact that we don’t make them in this country is a huge vulnerability.”

Secretary Raimondo on MSNBC Morning Joe:
“The goal here is to make a once-in-a-generation size investment in our national security. Your prior segment talked about China and how we can protect ourselves. The CHIPS act is an investment in America.”

Yahoo Finance TV: U.S. Commerce Secretary on tech race: ‘We want to stay ahead of China’
“We are constantly vigilant on this topic. We have to make sure that none of the U.S. most cutting-edge technology gets into the hands of the Chinese military.”

Bloomberg: Raimondo: This CHIPS Bill Is Essential for America
“This CHIPS bill is absolutely necessary for America because chips are unique. They really are unique. They are in every single critical and emerging technology.”
