Guidance on using Microsoft Lync and HSIN Connect

Dear HSIN Members,

Microsoft Office Communicator will be upgraded to Microsoft Lync on DHS Headquarters (HQ) workstations over the next few weeks. Microsoft Lync will replace Microsoft Office Communicator and Microsoft Office Live Meeting for instant messaging, desktop sharing, and video conferencing.

Homeland Security Information Network (HSIN) users should be advised that Microsoft Lync is best used to coordinate across DHS for internal, government administration purposes, (e.g., for telework coordination meetings, Integrated Project Team (IPT) meetings, working group meetings, Executive Steering Committee (ESC) meetings, and other staff functions).

HSIN provides a similar capability but its use should be limited to meeting mission-oriented, information-sharing needs during incidents, investigations and situations when sharing or collaborating is required between DHS components and their State, local, territorial, tribal, private sector, and not for profit partners.
