On July 14, FEMA announced a new $600 million funding opportunity for states, territories and Tribal Nations to make their communities safer from flooding.
FEMA is making this funding available through the Fiscal Year 2026 Flood Mitigation Assistance Swift Current funding opportunity. This program was specifically designed to expedite funding to states, territories and Tribal Nations that recently experienced a severe flooding disaster. Because floods are the most common and costly type of natural disaster, this funding is critical for communities across the country.
FEMA’s Flood Mitigation Assistance Swift Current program funds community-led projects to reduce or eliminate the risk of repetitive flood damage to structures and buildings insured by the National Flood Insurance Program. This grant is made available after a Presidentially declared emergency or major flood-related disasters. This new funding opportunity includes programmatic changes aimed at reducing the administrative burden and hurdles on applicants and expediting the delivery of funding, such as removing project scoping activities as an eligible project type and allowing the consolidation of activation application periods when multiple qualifying disasters occur during this funding opportunity cycle.
Application deadlines vary. States, territories or Tribal Nations must have received a flood-related emergency or major disaster declaration between June 1, 2025, and May 31, 2027, to be eligible for the funding opportunity. For each qualifying flood event, FEMA will provide a deadline for eligible applicants. Local governments interested in this funding opportunity should contact their State Hazard Mitigation Officer.

On July 17, FEMA made $48 million available to states, territories and Tribal Nations under the Next Generation Warning System Grant Program. This grant supports projects that identify capability gaps and implement solutions for alerts and warnings to deliver timely public emergency information to the public and to protect critical infrastructure. With this funding, President Donald J. Trump is keeping his promise to reform federal disaster support and ensure that taxpayer money is spent only on projects that deliver safety and security to the American people.
As technology, cybersecurity threats and the public’s content consumption preferences evolve, grant recipients will work with FEMA to explore available, flexible, innovative and forward-looking capabilities to disseminate emergency alerts and warnings.
This grant program focuses on enhancing the Integrated Public Alert and Warning System (IPAWS)-compatible alert and warning capabilities, improving the emergency alert and warning system resiliency, and delivering timely public safety information through innovative services, solutions and technology.
Grant recipients will coordinate and execute collaborative whole-community public warning field training, testing, exercises and evaluation to support the development of alert and warning governance, policies, plans and procedures while improving cross-jurisdictional coordination before, during and after incidents.

FEMA has moved the application deadline for the Fiscal Year 2026 Nonprofit Security Grant Program from July 24 to July 31, giving state administrative agencies an extra week to apply for $300 million in crucial funding.
The Nonprofit Security Grant Program supports security enhancements and activities at nonprofit organizations in all 50 states, territories and the District of Columbia that are at high risk of terrorist or other extremist attack.

FEMA announced that federal disaster assistance is available to the state of Texas to supplement state, local and Tribal Nations response efforts due to the emergency conditions resulting from flooding beginning on July 12 and continuing.
The President’s action authorizes FEMA to coordinate all federal disaster relief efforts to alleviate the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance to save lives, to protect property, public health and safety and to lessen or avert the threat of a catastrophe.
The assistance is for Atascosa, Bandera, Bexar, Blanco, Brewster, Comal, Crockett, Dimmit, Edwards, Frio, Gillespie, Kendall, Kerr, Kimble, Kinney, La Salle, Mason, Maverick, Medina, Menard, Real, Schleicher, Sutton, Terrell, Uvalde, Val Verde, Wilson and Zavala counties.
Specifically, FEMA is authorized to identify, mobilize and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.
Emergency protective measures, limited to direct federal assistance, will be provided at 75% federal funding.

In June, more than 40 leaders from wildfire-prone states joined FEMA senior leaders and interagency partners for the Wildfire Preparedness Summit. This FEMA-led summit brought together key voices from across the nation to share insights, address challenges and chart a path forward for wildfire response and recovery.
The event began with a tour of the National Interagency Fire Center, where more than 20 attendees gained firsthand knowledge of national wildfire coordination efforts.

Apply for the 2026 Pre-Disaster Mitigation Funding Opportunity by July 22
On June 22, FEMA published the Fiscal Year (FY) 2026 Pre-Disaster Mitigation Notice of Funding Opportunity, directed by Congress in the FY 2026 Homeland Security and Further Additional Continuing Appropriations Act. FEMA will award $189 million to support 125 specific mitigation projects in 40 states and one Tribal Nation. Only projects specified in the act are eligible for this funding. Before funds are awarded, communities with identified projects must apply by 5 p.m. ET, Wednesday, July 22.

FEMA Makes $56M Available to American Communities for Flood Risk Management
On June 30, FEMA made $56 million available to empower state, local, Tribal Nations and territorial government agencies as well as community organizations to build and maintain a risk-informed approach to managing flood risk. FEMA is disbursing this funding through two separate grant programs that enhance the nation’s resilience to floods by supporting communities participating in the National Flood Insurance Program. These programs align with President Trump’s America First Resilience Strategy, which calls for a new risk-informed approach that treats resilience as an investment opportunity.
The funding opportunities published today span two separate grant programs:
- The Fiscal Year (FY) 2026 Cooperating Technical Partners grant program funding opportunity makes $41 million available to communities that participate in the National Flood Insurance Program. This year’s funding opportunity prioritizes completing the more than 1,000 flood mapping projects currently in progress across the country. The application period closes on August 17.
- The FY 2026 Community Assistance Program – State Support Services Element funding opportunity makes $15 million available to states, U.S. territories and the District of Columbia. This year’s funding opportunity also requires recipients to use a new Compliance Audit Tool to verify community compliance to strengthen program accountability and consistency. The application period closes on August 11.

FEMA Corps Resumes, Application Period Open for 2027 Class
The FEMA Corps program has resumed and is now accepting applications for its next class of future emergency managers. The FEMA Corps program is restarting after being carefully reviewed and refocused to align with FEMA’s core mission and the Trump Administration's priorities. About 80 members and 10 team leaders will be selected to serve from February 2027 to November 2027.
