Application Deadline Closes for Emergency Management and Operations Center Grants.

President Donald J. Trump Approves Emergency Declaration for Guam and the Commonwealth of the Northern Mariana Islands

On July 3, FEMA announced that federal disaster assistance is available to the Territory of Guam and the Commonwealth of the Northern Mariana Islands to supplement response efforts due to emergency conditions resulting from Typhoon Bavi beginning July 2 and continuing. 

 

The President’s action authorizes FEMA to coordinate all disaster relief efforts to alleviate the hardship and suffering caused by the emergency on the local population and to provide appropriate assistance to save lives, to protect property, public health and safety and to lessen or avert the threat of a catastrophe.  

 

This assistance covers the entire Territory of Guam, as well as the Commonwealth of the Northern Mariana Islands, including Saipan, Tinian, Rota, and the Northern Islands. 

 

Specifically, FEMA is authorized to identify, mobilize and provide, at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Emergency protective measures, limited to direct federal assistance, under the Public Assistance program, will be provided at 75% federal funding.

 

FEMA remains committed to working alongside local partners to ensure communities receive the help they need to respond and recover.

 


FEMA Delivers Over $1.4B to Support Community-Led Recovery and Resilience Projects Across the U.S.

FEMA announced the approval of more than $1.4 billion in post-disaster funding under the Public Assistance, Hazard Mitigation and Individual Assistance programs across the nation. These programs help states, Tribal Nations, territories and local governments recover and rebuild stronger, safer communities and protect critical infrastructure from future disasters. With this funding, President Donald J. Trump is keeping his commitment to reform federal disaster support and ensure that taxpayer dollars are invested in projects that deliver safety and security for the American people.

 

The funding includes approximately $1.36 billion under FEMA’s Public Assistance program. State, territorial and local governments, as well as certain private non-profits, will use this funding for 432 recovery projects related to previous disasters, including projects associated with the COVID-19 pandemic. In line with President Trump’s Executive Order 14395 Establishing the Task Force to Eliminate Fraud, FEMA conducted detailed reviews of claimed costs for Public Assistance funds to help prevent fraud, waste and abuse. These Public Assistance projects include repairs to critical infrastructure, restoration of public buildings, road repairs and reimbursement for actions taken to protect public health and safety during and after disasters.

 

FEMA is also awarding more than $70.7 million for 25 projects through the Hazard Mitigation Grant Program. These projects, located across multiple states and territories, are designed to prevent, reduce or eliminate future disaster-related damage.

 

Through this program, state, local and territorial governments and Tribal Nations implement mitigation measures such as acquiring hazard-prone homes and businesses, adopting and enforcing modern building codes and standards, protecting against floods through elevations and drainage improvements, constructing safe rooms and upgrading utilities and infrastructure.

 

In addition, FEMA approved approximately $13.9 million in Individual Assistance grants that fund nine state-managed recovery programs across the United States. These grants directly support individuals, families and communities by addressing urgent post-disaster needs such as disaster unemployment assistance, crisis counseling and disaster case management.

 

These latest approvals are part of the billions of dollars in disaster recovery assistance FEMA has provided to support local communities as they rebuild from recent natural disasters. FEMA continues its commitment to help communities recover from hurricanes, severe storms, tornadoes and wildfires while supporting efforts to reduce the impacts of future disasters.

 


FEMA Corps Resumes, Application Period Open for 2027 Class

The FEMA Corps program has resumed and is now accepting applications for its next class of future emergency managers. The application period is open until October 19 for FEMA Corps members and through September 30 for FEMA Corps team leader positions.

 

About 80 members and 10 team leaders will be selected to serve from February 2027 to November 2027. FEMA Corps teams will deploy to support emergency management efforts across the nation to bolster operational readiness, as well as support state-led, federally supported disaster events.

 

The FEMA Corps program is restarting after being carefully reviewed and refocused to align with FEMA’s core mission and the Trump Administration's priorities.

 

FEMA Corps offers young adults the opportunity to serve communities impacted by disasters while gaining valuable professional development skills and emergency management experience. Teams rotate through multiple projects during their service year and gain experience in areas such as logistics, individual assistance, community outreach, data collection and more!

FEMA Corps graduates may receive an education award upon completion, which can be used for tuition or student loans, and relocation expenses. Additionally, FEMA Corps members receive weekly stipends and a living allowance while deployed to a project.

 

To date, more than 4,400 FEMA Corps members have assisted their fellow Americans across a variety of disasters. This equates to more than 5 million service hours in support of FEMA operations, including survivor registration, logistics, community engagement and disaster recovery center staffing.

National Emergency Response Information System Surpasses 15M in All-Hazards Reporting

The National Emergency Response Information System is now the nation’s platform for fire and all-hazards incident reporting, surpassing 15 million incident reports collected. The platform brings all-hazards emergency reporting into the digital age and replaces the legacy platform, National Fire Incident Reporting System. It helps fire service leaders, emergency managers and community governments at all levels better understand the risks within their community and empower local responders to use timely data to improve response efforts and prevent future incidents. 

 

The National Emergency Response Information System was developed through a collaboration among FEMA, the U.S. Fire Administration, Department of Homeland Security's Science and Technology Directorate and the Underwriters Laboratories’ Fire Safety Research Institute. In support of President Donald J. Trump’s Executive Order 14239, the platform has the capacity to deliver scalable, actionable intelligence for public safety officials, and empowers state and local agencies to strengthen national resilience. 

 

The platform launched January 1, 2025, beginning the onboarding and reporting transition process for fire departments nationwide. It streamlines incident reporting by tracking near real-time data from fire service and Emergency Medical Systems organizations.

 

Currently, the platform collects and consolidates data from over 640,000 incident reports each week, providing critical information needed for resource allocation and tactical planning.

 

Of the incidents logged to date, 62% involve medical emergencies. The system’s advanced analytics help agencies optimize resources, improve mutual aid and enhance community risk reduction. For the first time, the National Emergency Response Information System has captured more than 3,700 fireground operations. This is an example of data that has never been captured at the national level.

 

The 2026 FIFA World Cup™ spans 11 host cities in the U.S. and continues to draw millions of visitors from around the globe. The National Emergency Response Information System added an incident modifier to the platform that allows departments to associate individual incidents with a larger event. The modifier is designed to capture incidents directly or indirectly connected to World Cup activity. This will assist the 1,950 departments within 50 miles of host stadiums to determine any unique needs, take precautionary measures and keep communities safe.

 

Although incident reporting is not a requirement to apply for the Assistance to Firefighters Grants Program, fire departments that receive funding under this program must agree to provide information to the National Emergency Response Information System for the period of performance covered by the assistance.

FEMA Makes $56M Available to American Communities for Flood Risk Management

On June 30, FEMA made $56 million available to empower state, local, tribal and territorial government agencies as well as community organizations to build and maintain a risk-informed approach to managing flood risk. FEMA is disbursing this funding through two separate grant programs that enhance the nation’s resilience to floods by supporting communities participating in the National Flood Insurance Program.

 

Sound floodplain management saves lives and protects property. Communities that choose to participate in the National Flood Insurance Program are required to adopt and enforce floodplain management regulations. The funding announced empowers communities to meet or exceed these minimum requirements, enabling them to take decisive, proactive steps to mitigate flood risk and protect their communities. These programs align with President Trump’s America First Resilience Strategy, which calls for a new risk-informed approach that treats resilience as an investment opportunity.

 

The funding opportunities published today span two separate grant programs: 

  • The Fiscal Year (FY) 2026 Cooperating Technical Partners grant program funding opportunity makes $41 million available to communities that participate in the National Flood Insurance Program. This is a competitive program. Recipients will use the funding to develop, maintain and deliver high-quality flood maps that enable local leaders to identify, manage and communicate their community’s unique flood threats and reduce risk. This year’s funding opportunity prioritizes completing the more than 1,000 flood mapping projects currently in progress across the country. The application period closes on August 17. 
  • The FY 2026 Community Assistance Program – State Support Services Element funding opportunity makes $15 million available to states, U.S. territories and the District of Columbia. This is a competitive program. Recipients will use this funding to help communities meet FEMA’s floodplain management regulations, continuously improve risk analysis and proactively take steps to manage risk. These efforts deliver greater flood reduction results for American taxpayers and encourage self-investment from states and territories in capacity and capability building activities. This year’s funding opportunity also requires recipients to use a new Compliance Audit Tool to verify community compliance to strengthen program accountability and consistency. The application period closes on August 11.

The July Business and Industry Call will spotlight key tools to help business and industry leaders better understand, plan for and reduce disaster risk. This session will discuss available information and resources, as well as practical advice to assist businesses preparing for contracting opportunities throughout the year.

Important Deadlines and Reminders

 

Apply for FEMA Emergency Management and Operations Center Grants by July 15

On June 15, FEMA announced more than $420 million in two funding opportunities, helping ensure Americans are protected in times of greatest need. This funding will support state, local, tribal and territorial governments to strengthen their emergency response capabilities and build resilience from potential catastrophic incidents. The agency is disbursing money through two grant programs:

  • Emergency Management Grant Program: FEMA is providing $337.3 million to state, local, tribal and territorial emergency management organizations to bolster their emergency management organizations.
  • Emergency Operations Center Grant Program: FEMA is providing $83 million for states and local governments to construct, upgrade or equip secure, interoperable Emergency Operations Centers. 

The application period for both grant programs will close on Wednesday, July 15.

FEMA Makes $189M Available Through Fiscal Year 2026 Pre-Disaster Mitigation Funding Opportunity

On June 22, FEMA published the Fiscal Year (FY) 2026 Pre-Disaster Mitigation Notice of Funding Opportunity, directed by Congress in the FY 2026 Homeland Security and Further Additional Continuing Appropriations Act.

 

FEMA will award $189 million to support 125 specific mitigation projects in 40 states and one Tribal Nation. Only projects specified in the act are eligible for this funding. Before funds are awarded, communities with identified projects must submit an application by 5 p.m. ET, July 22.

 

For projects funded through the Pre-Disaster Mitigation Program, the cost share is generally 75% federal and 25% non-federal.

Apply for Fiscal Years 2024-25 Building Resilient Infrastructure and Communities Grants by July 23

The Trump Administration is providing $1 billion in federal funding for the Fiscal Years (FY) 2024-25 Building Resilience Infrastructure and Communities (BRIC) grant program. The deadline to submit applications is 3 p.m. ET, July 23. Subapplicant deadlines may vary and should confirm this information with their respective state, tribe or territory.

FEMA Announces $1.5B to Empower Communities to Prevent Terrorism and Protect American Infrastructure

On June 24, FEMA published funding opportunities across seven preparedness grant programs, making more than $1.5 billion available to protect communities across the country from terrorism and other urgent threats. Through its preparedness grant programs, the Department of Homeland Security and FEMA empower community leaders and infrastructure owners to take bold, proactive steps to strengthen their resilienceBy strategically aligning funding with identified risk and core national security priorities, these grant programs contribute to a stronger and more secure nation.

 

FEMA made more than $1 billion available through its Fiscal Year (FY) 2026 Homeland Security Grant Program funding opportunities. This program enables state, territorial, Tribal Nation and local governments to build local capacity to prevent, protect against and respond to acts of terrorism. In addition to the Homeland Security Grant Program, FEMA also made more than $500 million available through six additional grant programs focused on protecting the American public from acts of terrorism.

 

The application period for these funding opportunities closes at 5 p.m. ET, July 24. States and other eligible applicants should carefully review each funding notice to learn more about the eligibility requirements and evaluation criteria. Notices of Funding Opportunity and supporting documents are available on Grants.gov.

Apply for FEMA's Fiscal Year 2024 Flood Mitigation Assistance Grant Program by August 6

FEMA recently hosted a webinar on eligibility and application requirements for the current funding opportunity for the Fiscal Year (FY) 2024 Flood Mitigation Assistance Program. Through this program, FEMA is making $600 million available to state, local, tribal and territorial governments, empowering them to take decisive, proactive steps to protect their communities from flood disasters.

Applicants have until 3 p.m. ET, Thursday, August 6, to revise and re-submit their application to FEMA. States, territories and Tribal Nations may have an earlier deadline for subapplications. All applications must be submitted using FEMA Grants Outcomes (FEMA GO). Applications received after this deadline will not be considered.
