FEMA Updates National Flood Insurance Program Guidance Documents

 

FEMA has updated three National Flood Insurance Program guidance documents to reflect an ongoing effort to deliver clear direction in an easy-to-understand format.

 

Updates to the program's Flood Insurance Manual, Claims Manual and the Standard Flood Insurance Policy Commentary clarify existing instructions and guidance. They also provide new information to enhance program implementation.

 

The updated Flood Insurance Manual will apply to flood insurance policies issued on or after Oct. 1, 2025. The Claims Manual and the Standard Flood Insurance Policy Commentary will apply to flood insurance claims occurring during the 2025 hurricane season.

 

FEMA regularly updates National Flood Insurance Program guidance documents. The agency’s goal is to make the program's products and processes easy to understand, enabling insurance professionals to provide policyholders with excellent customer experience.

 

These updates aim to clarify any existing guidance and offer new instructions to help improve the implementation of program interpretations and processes.

 

The three updated documents do not change flood insurance coverage or supersede the terms and conditions of the Standard Flood Insurance Policy. The guidance in these manuals reflects the National Flood Insurance Program's existing underwriting requirements, its current underwriting methodology, claims guidance and interpretation of the Standard Flood Insurance Policy related to claims handling.

Prepare Your Community for Hurricane Season

The Atlantic hurricane season began on June 1. Preparing your town, county, state, tribe or territory for a hurricane now can save lives. This season is forecast to be above average, with 13 to 19 named storms, six to 10 hurricanes and three to five major hurricanes. Any of them could wreak havoc on the coast and even cause significant damage hundreds of miles inland.

FEMA Assistance Extended to July 25 for Kentuckians Affected by April Storms 

 

Kentucky homeowners and renters who suffered uninsured damage to their property from the April severe storms, flooding, straight-line winds, tornadoes, flooding, landslides and mudslides now have until July 25 to apply for FEMA assistance.

 

Survivors are encouraged to file insurance claims for damage to their homes, personal property and vehicles before they apply for FEMA assistance. FEMA Individual Assistance cannot duplicate insurance benefits or other sources of assistance.

 

There are three ways to apply for FEMA assistance:

  • Go online to DisasterAssistance.gov.
  • Call the FEMA Helpline at 1-800-621-3362. If you use a relay service, such as Video Relay Services (VRS), captioned telephone or other services, give FEMA your number for that service. 
  • Visit a Disaster Recovery Center. To find a Disaster Recovery Center, visit fema.gov/DRC or text DRC along with your ZIP code to 43362 (Example: “DRC 29169”).

Disaster Recovery Centers are physically accessible to people with disabilities and others with access and functional needs. They are equipped with assistive technology and other resources to ensure all applicants can access resources.

 

When applying for FEMA assistance, specify the damage and the date it occurred to ensure you are applying under the correct declaration number. If you were affected by multiple disasters, you should apply separately for each disaster.

Important Deadlines and Reminders

 

Application Period Open Until July 3 for $360M in Grants to Boost Number of Firefighters and $36M in Grants to Strengthen Fire Prevention and Safety

FEMA opened the Fiscal Year (FY) 2024 Staffing for Adequate Fire and Emergency Response (SAFER) application period for $360 million. In addition, FEMA also opened the Fire Prevention and Safety application period for $36 million. The application period for both the FY24 SAFER and Fire Prevention and Safety programs will close on Thursday, July 3, at 5 p.m. ET.

 

The SAFER grant program awards these funds directly to fire departments and volunteer firefighter interest organizations across the nation to help them increase or maintain the number of trained firefighters available in their community.

 

The Fire Prevention and Safety grant program helps strengthen community fire prevention programs and support scientific research on innovations that improve firefighter safety, health and well-being.

 

Since 2005, the SAFER program has awarded approximately $5.2 billion in grant funding. The Fire Prevention and Safety program has awarded nearly $900 million since its inception in 2002.
