FEMA Releases New Hazard Mitigation Assistance Guide

FEMA released updated and consolidated guidance to help grant applicants successfully navigate FEMA mitigation grant programs enhancing climate resiliency.

Following a multi-year effort, FEMA updated the “Hazard Mitigation Assistance Program and Policy Guide to reduce complexities and increase stakeholder accessibility to resilience grant programs. This is the first update since 2015.

State, local, tribal and territorial governments can use the guide to help them go through the Hazard Mitigation Assistance  grant lifecycle process. FEMA’s mitigation grant programs provide funding for actions that address risks to and reduce disaster suffering from events like wildfires, drought, extreme heat, hurricanes, earthquakes and flooding.

“This guide is a one-stop shop to help reduce barriers for those who need much needed funding the most to make them resilient to climate change and other natural hazards,” said FEMA Administrator Deanne Criswell. “As climate events grow in frequency and severity, this guide will be invaluable to accelerate all-hazards resilience for those most at risk.”

This is a shift toward a more agile process to increase information accessibility. Aligning with priorities and commitment to put “people first" and reducing complexity to help build climate resilience, the guide has been simplified to make resilience projects more accessible to those who need it the most.

The guide also included updates to address climate change and future conditions, equity, building codes, capability and capacity building, nature-based solutions and community lifelines.

The four programs included in the HMA Guide are the Building Resilient Infrastructure and Communities (BRIC) program, Flood Mitigation Assistance program, Hazard Mitigation Grant Program, and Hazard Mitigation Grant Program Post Fire and several of these programs have seen historic levels of funding in 2021 and 2022.
