On April 13, FEMA awarded $150 million in humanitarian funding to the National Board for the Emergency Food and Shelter Program.
The National Board will award these funds to eligible local nonprofit and governmental organizations, and state governmental facilities that have aided, or will aid, individuals and families encountered by the Department of Homeland Security at the southern U.S. border.
Local nonprofit and governmental entities that have provided, or will provide, humanitarian relief to individuals and families at the southern border with shelter, food and supportive services are eligible to apply. These entities must complete and submit applications to program local boards. The National Board will make the final award determinations. State government facilities that provided eligible direct services may apply through their program State Set-Aside Committee.

All applications will be evaluated competitively. Priority will go to reimbursement and prospective awards addressing humanitarian needs such as life-sustaining food and shelter expenses.
On April 28, FEMA will host three webinars to assist applicants for the fiscal year 2022 Emergency Management Performance Grant program. The program aims to assist state, local, tribal and territorial governments in enhancing and sustaining all-hazards emergency management capabilities by providing $355.1 million to qualified applicants.
Topics for each webinar include a program overview and key changes, as well National Qualification System requirements. Each webinar will also include a question-and-answer session.

As the climate changes, FEMA is adapting to meet new challenges. Focusing on preserving the environment is just one of the many ways we are confronting the impacts of climate change.
FEMA, like all federal agencies, must consider the impacts of its actions to cultural and environmental resources. There are a host of laws that inform how that analysis is part of FEMA’s mission delivery. For example:
- Environmental Assessments - these assessments, under the National Environmental Policy Act, are used to determine if significant environmental impacts will occur as a result of a FEMA action or a FEMA-funded action.
- Unified Federal Reviews - all federally funded projects must undergo an environmental review and the review process requires that agencies work together to reduce complexity of those reviews in the post-disaster recovery phase.
- Guidelines for FEMA-grants - FEMA grants help protect and enhance natural and cultural resources. Certain grants must comply with all applicable environmental and historic preservation laws and regulations.

FEMA’s most valuable asset is our experienced emergency management staff. We are continuously looking for skilled individuals to join our ranks. FEMA employees help our country before, during and after disasters. While many people associate FEMA with the height of catastrophic disasters, we feel our role preparing for and preventing disasters to be just as important to our success as an agency.
An example of these mitigation efforts is FEMA’s recently announced Building Codes Strategy. The strategy outlines how to coordinate, prioritize and advance the adoption and enforcement of disaster-resistant building codes and standards for agency programs and communities nationwide. This effort will guide FEMA’s efforts to integrate building codes and standards across the agency as well as strengthen nationwide capability for superior building performance.
In each of the FEMA regions, there will be positions to support the implementation of hazard-resistant building codes and standards in federal programs, state, local, tribal and territorial entities, as well as other organizations. Opportunities to be part of this effort, such as an Interdisciplinary Architect/Civil Engineer opportunity, are already becoming available.

On April 27, the Resilient Nation Partnership Network will host the next “Next Generation of Resilience” Student Showcase. This is the second year for the student showcase.
Four student panelists will share their perspectives on this year's theme, Adapting to Future Risk. The event will take place at 1 p.m. ET on April 27. Register in advance on FEMA’s Zoom webpage.
Established professionals will have the opportunity to gain youthful new perspectives on natural hazard resilience and climate change. Students will also have an opportunity to have their voices heard and network with professionals.
All are welcome to attend this event. The audience will include network partners, students and professionals from across the country. To date, the network has representation from more than 1,500 diverse organizations.
The network is driven by three central priorities which influence its work, partnerships, programming and strategic goals.
- Promoting natural hazard mitigation and climate adaptation actions.
- Advancing equitable resilience initiatives.
- Expanding capacity through partnerships.

FEMA Now Accepting Nominations for Emergency Management Exchange Program
FEMA Administrator Deanne Criswell announced the agency is accepting nominations for a new emergency management exchange program. The staff exchange program will allow state, local, tribal and territorial government officials to work with FEMA leadership to develop and implement emergency management policies and programs.
Program participants will work alongside FEMA leadership and staff from FEMA’s Office of Response and Recovery or Resilience. These stakeholders will contribute to federal emergency management and see the impact of their contributions from a different governmental perspective.
A total of four participants will be selected for this six-month assignment to FEMA from July through December 2022. A future session is planned from January to June 2023.
Nominations should include:
- A letter of nomination from the leadership of the candidate's governmental program or organization. The letter should explain why the candidate is nominated for the exchange and should also contain the nominator’s contact information – including phone number and an email address.
- The nominee’s resume - including name, phone number and email address.
The nominating office point of contact should be either the nominee’s supervisor or someone in a higher-level leadership position.
FEMA will reimburse the participant’s home organization for the cost of the participant’s salary plus benefits, for the duration of the assignment.

FEMA Accepts Video Submissions for 2022 Partnership Month
This July, FEMA will host a virtual exhibitor hall to celebrate Voluntary Agency Coordination Partnership Month. This event celebrates strong partnerships that make emergency management possible.
Your organization is invited to create a short video to be featured as part of the gallery.

FEMA Updates State and Local Mitigation Planning Policy Guides
FEMA updated its state and local mitigation planning policy guides to reflect programmatic and administrative regulatory changes. The agency routinely updates the policies to improve and better support stakeholders in meeting federal requirements when creating hazard mitigation plans.

FEMA Provides Over $400M to Emergency Managers
FEMA released the funding notice for the Emergency Management Performance Grant program, making $405.1 million available to assist state, local, tribal and territorial governments to develop their emergency management capabilities and for all-hazards preparedness activities. The program focuses on planning, operations, equipment acquisitions, training, exercises, construction and renovation. This application period closes at 5 p.m. ET on June 13.
Eligible applicants must submit an initial application by June 6, FEMA will notify eligible applicants to proceed with submitting their complete application package in the Non-Disaster (ND) Grants System by the application deadline. FEMA anticipates that all awards will be made no later than Sept. 30.
