FEMA Announces Reinsurance Update

 

FEMA continues to engage reinsurance markets to help strengthen the financial framework of the National Flood Insurance Program and promote private sector participation in flood-risk management.

 

On Feb. 22, FEMA entered into a three-year reinsurance agreement with Hannover Re (Ireland) Designated Activity Company. In turn, Hannover transferred $450 million of the program’s financial flood risk to qualified investors of capital markets by sponsoring catastrophe bonds.

 

These capital market placements complement existing traditional reinsurance coverage. This allows FEMA to grow the reinsurance program, which protects against future flood losses. As part of the agreement, FEMA will pay a premium of $61.23 million for the first year of reinsurance coverage.

 

When this premium is combined with other outstanding bonds and the January 2022 traditional reinsurance placement, FEMA has transferred $2.664 billion of the program's flood risk to the private sector ahead of the 2022 hurricane season.

Congress granted FEMA authority to secure reinsurance from the private reinsurance and capital markets through the Biggert-Waters Flood Insurance Reform Act of 2012 and the Homeowner Flood Insurance Affordability Act of 2014.

 

Reinsurance is an important risk management tool used by insurance companies to protect themselves from large financial losses. In other words, reinsurance is insurance for insurance companies. Insurance providers, such as the National Flood Insurance Program, pay premiums to reinsurers. In exchange, reinsurers provide coverage for losses incurred by insurance providers up to a specified amount negotiated by both parties.

FEMA Offers Coastal Construction Training

 

FEMA now offers the "Residential Coastal Construction" course through Emergency Training Institute in Emmitsburg, Maryland. This course is designed to train participants to effectively use the FEMA P-55, Coastal Construction Manual.

 

This course and manual provide a comprehensive approach to coastal planning, siting, designing, constructing and maintaining homes. The course contains in-depth descriptions of design, construction and maintenance practices that when followed, will increase the durability of residential buildings in the harsh coastal environment and reduce economic losses associated with coastal natural disasters.

 

This course is designed for:

  • Engineers and architects.
  • Floodplain managers and building code officials.
  • Hazard mitigation, planning, zoning, public works and other building officials.
  • The private sector.

FEMA Seeks Feedback on Resource Typing Definition

 

FEMA is seeking public feedback on a resource typing definition document. The 30-day national engagement period will conclude at 5 p.m. ET on April 1.

 

The document consists of the emergency operations center management support, including Type 1, Type 2 and Type 3 teams to represent different levels of qualifications. Considerations correspond with the teams' personnel components, such as Incident Command System, Incident Support Model, Emergency Support Functions and department requirements.

 

The document also includes personal protective equipment requirements and updated references with the recently released Emergency Operation Center Skillsets and Emergency Operation Center How-To-Quick Reference Guide.

 

This resource typing definition document will facilitate the sharing of deployable resource types at all jurisdictional levels.

 

The national engagement period provides an opportunity for interested parties to comment on the draft document to ensure that it is relevant for all implementing partners. To provide comments on the draft, complete the feedback form on FEMA.gov and submit the form to fema-nims@fema.dhs.gov no later than 5 p.m. ET on April 1.


FEMA Publishes Updated Public Assistance Policy

 

On Aug. 16, 2021, FEMA revised the regulations under 44 C.F.R. § 206.206 governing Public Assistance appeals and arbitration procedures. 

 

Following the revision FEMA drafted the “Public Assistance Appeals and Arbitration Policy to clarify the requirement and invited the public to comment on the policy in January 2022. The policy mandates that for incidents declared on or after Jan. 1, applicants and recipients must submit appeals electronically through FEMA’s Grants Portal. The policy also clarifies the applicants right to arbitration. 

 

The policy clarifies requirements for Public Assistance appeals and audits under Stafford Act Section 403 and 44 C.F.R. 206.206.

 

The policy applies to all FEMA stakeholders, including all regions, public assistance grant recipients and applicants.

FEMA Seeks Public Comment to Enhance the Agency’s Programs

 

As part of its commitment to advance equity in underserved communities, FEMA proposes collecting demographic information from applicants participating in certain FEMA programs.

 

The deadline to submit comments is March 28. Learn more and submit your comments on the Federal Register website.

FEMA is accepting applications for the Youth Preparedness Council. All applications are due no later than midnight on March 6. If you know a teen interested in preparedness and community service, encourage them to apply.

FEMA Offers Exercise Assistance Through the National Exercise Program

 

FEMA is accepting requests for exercise support through the National Exercise Program. State, local, tribal and territorial partners can request no-cost assistance for exercise design, development, conduct and evaluation to validate capabilities across all mission areas.

 

FEMA is hosting webinars for interested government and community partners on the exercise support process.

  • Webinar 6: 2 p.m. ET on March 8.

 

Spring 2022 requests for support are due no later than April 1. To submit a request for exercise support, download the support request form and email the completed form with supporting documentation to NEP@fema.dhs.gov. Awardees will be notified by May 6. FEMA will hold additional exercise support rounds in fall 2022 and spring 2023.

FEMA Hosts IPAWS Webinar

 

FEMA is hosting a webinar to highlight Integrated Public Alert and Warning System (IPAWS) use, trends in IPAWS adoption and major developments with the IPAWS program during 2021. The webinar will be held at 1 p.m. ET on March 9.

 

Wondering who is using IPAWS and when? FEMA will share statistics from the past year and discuss new resources available to IPAWS users.

 

This 30-minute discussion will be led by FEMA’s IPAWS Stakeholder Engagement team and will be followed by a question-and-answer period.
