FEMA and the U.S. Fire Administration Encourage Fire Prevention Safety

FEMA and its U.S. Fire Administration are highlighting this year’s Fire Prevention Week theme, “Learn the Sounds of Fire Safety!” Fire Prevention Week, which runs Oct. 3 through 9, works to educate everyone about the different sounds smoke and carbon monoxide alarms make. Knowing what to do when an alarm sounds will keep you and your family safe. When an alarm makes beeping sound or a chirping sound, it is time to act.

In a fire, mere seconds can mean the difference between a safe escape and a tragedy. Fire safety education isn’t just for school children. Teenagers, adults, and the elderly are also at risk in fires.  This means it's important for every member of the community to take time during Fire Prevention Week to understand how to stay safe in case of fire.

FEMA Releases Resource Typing Documents

FEMA published job title/position qualification documents for the urban search and rescue logistics specialist and medical specialist positions. These resource typing documents will facilitate the sharing of deployable resource types at all jurisdictional levels.

Resource typing is a key component of the National Incident Management System and enables organizations from across the country to work together during incidents of all types and sizes. Implementing the national resource management principles across the nation is a fundamental part of building our national preparedness.

Resource typing definitions serve as common language and establish measurable standards of resource capabilities and performance levels of teams, equipment and units. National Incident Management System job titles and position qualifications establish standards and capabilities for personnel to manage all threats and hazards, regardless of incident type or size.

FEMA Announces Application Period for Hazard Mitigation Grants

On Sept. 30, the application period opened for the Fiscal Year 2021 application period for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance grant programs.  For fiscal year 2021, $1 billion is available for the Building Resilient Infrastructure and Communities grant and $160 million is available for Flood Mitigation Assistance.

The application period closes on Jan. 28, 2022.

FEMA announced the Notices of Funding Opportunity for the two grant programs in early August to combat climate change and protect underserved communities against disaster hazards. FEMA also released guidance for states, local communities, tribal and territorial governments to streamline the application process for hospital generators, acquisitions and elevations projects.

FEMA understands that the effort necessary to demonstrate cost-effectiveness for projects can increase the burden on sub-applicants, particularly those with limited access to resources. Streamlining the process shows FEMA's commitment to deliver its hazard mitigation programs with equity and supports building capacity and capability in underserved and at-risk communities.

The guidance establishes pre-calculated benefit values to reduce the time and resources needed to complete and review cost-effectiveness for hospital generators, acquisitions and elevation projects. In addition, it aims to increase the availability of mitigation opportunities to help communities increase resilience against future disasters.

The Benefit Cost Analysis Helpline hours are 9 a.m. - 5 p.m. ET, Monday through Friday. Email questions to bchelpline@fema.dhs.gov or call toll free at 855-540-6744.

For more information about guidance on acquisitions, elevation and hospital generator projects, view the Pre-Calculated Benefits for Certain Hospital Generators to Demonstrate Cost-Effectiveness” and “Cost-Effectiveness Determinations for Acquisitions and Elevations in Special Flood Hazard Areas Using Pre-Calculated Benefits” on FEMA.gov.
