Mandan, Hidatsa and Arikara Tribal Nation is Now Using IPAWS

 

An eighth tribal nation is now able to send lifesaving emergency alerts using FEMA’s Integrated Public Alerts and Warning System (IPAWS).

 

The Mandan, Hidatsa and Arikara nation can send IPAWS alerts on the Ft. Berthold Reservation in North Dakota and is the first tribal nation in that state able to send IPAWS alerts.

 

IPAWS is FEMA's national system for local alerting that provides authenticated emergency and lifesaving information to the public through mobile phones using Wireless Emergency Alerts, to radio and television via the Emergency Alert System and on the National Oceanic and Atmospheric Administration's weather radio.

 

The Mandan, Hidatsa and Arikara emergency operations center will be the administrator of this system and will work closely to coordinate with other local emergency services and infrastructure agencies around the Ft. Berthold Reservation.

 

The Mandan, Hidatsa and Arikara nation joins the nearly 1,600 federal, state, local, tribal and territorial alerting authorities nationwide that use IPAWS to send critical public alerts and warnings in their jurisdictions.

 

FEMA is working to increase adoption of IPAWS into tribal emergency management programs, providing access to alert and warn the public. Tribal nations are not required to have state approval, but we encourage cross jurisdictional collaboration to avoid over-alerting or sending conflicting information.

FEMA Begins Development of the 2022-2026 Strategic Plan

 

FEMA is excited to announce that the agency is kicking-off the development of the agency's 2022-2026 strategic plan.

 

The nation is expecting more than it ever has from FEMA and its partners and these expectations will only grow in the coming years. In FEMA Administrator Criswell’s words, this is a testament to our strengths as emergency managers and a responsibility that we do not bear lightly.

 

As FEMA begins the development of the 2022-2026 FEMA Strategic Plan, the diverse voices and perspectives of the nation are important to help set a path to meet these expectations and build the FEMA our nation needs and deserves.   

 

FEMA will be conducting a series of internal and external engagements over the coming months. FEMA is grateful for your time, perspectives and voices to help shape the agency's future and the outcomes to be achieved together during the next five years.

FEMA Region 10 Hosts Webinar on How to do Business With FEMA

 

When FEMA responds to a disaster, our goal is to contract with local businesses in the affected area whenever practical and feasible.

 

FEMA’s Chief Component Procurement Officer and FEMA Region 10 are facilitating a webinar for businesses to learn how to do business with FEMA. The webinar will cover FEMA’s small business program, category management, contracting and regional coordination.

 

The webinar will be held from 1 – 3 p.m. ET on July 14. Interested participants must register by 5 p.m. ET on July 9. Each company may register a maximum of three participants due to limited capacity.  

 

Closed captioning will be made available. Webinar attendance does not guarantee contract award.

FEMA Releases Continuity Guide for Non-Federal Governments

 

FEMA has released the “Guide to Continuity of Government for State, Local, Tribal and Territorial Governments.” The new guide is a companion document to the “Continuity Guidance Circular.”

 

Continuity ensures that the whole community has a plan for sustaining critical services and functions when routine operations are disrupted during a crisis. The “Guide to Continuity of Government for State, Local, Tribal and Territorial Governments” describes the relationship between continuity of operations, continuity of government, and enduring constitutional government. Providing guidance in the form of planning factors to assist non-federal governments assists achieving the goal of viable continuity capability in order to ensure the resilience and preservation of government in the event of an emergency.

Upcoming Deadlines and Reminders

FEMA Releases Incident Complexity Guide

 

FEMA has released the "Incident Complexity Guide: Planning, Preparedness and Training." The guide is intended for use during planning, preparedness and training efforts and not as a decision-making tool during a response.

 

FEMA will host a 30-minute webinar at 3 p.m. ET on July 27 to discuss the Incident Complexity Guide and answer related questions. All webinars are open to the whole community. Advance registration is required and is on a first-come, first-served basis.

Funding for Regional Preparedness Grants Now Available

 

FEMA released the funding notice for the fiscal year 2021 Regional Catastrophic Preparedness Grant Program. The application period will close at 5 p.m. ET on July 16.

 

Applicants are encouraged to consider the needs of underserved and socially vulnerable populations and to involve representatives from the affected communities in the proposed project to ensure their needs are sufficiently addressed.

 

Awards will be made on a competitive basis to applicants who present an ability to successfully meet the requirements described in the funding notice.

FEMA and FCC Plan Nationwide Emergency Alert Test

 

In coordination with the Federal Communications Commission, FEMA will conduct a nationwide test to assess the capabilities of the Emergency Alert System and Wireless Emergency Alert at 2:20 p.m. ET on Aug. 11, with a backup date of Aug. 25.

 

The Emergency Alert System test is made available to Emergency Alert System participants (i.e., radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers) and is scheduled to last approximately one minute. The test message will be similar to regular monthly test messages with which the public is familiar.

FEMA Seeks Public Feedback on Chemical Operations Support Specialist Position

 

FEMA is seeking public feedback for the National Qualification System chemical operations support specialist. This national engagement period will conclude at 5 p.m. ET on July 22.

 

FEMA will host a 60-minute webinar at 2 p.m. ET on July 15 to discuss the draft implementation objectives and answer related questions. The webinar is open to the whole community. Registration is required and on a first-come, first-served basis. The webinars will review the Chemical Key Planning Factors during the webinar and allow for comments on the factors.

FEMA Seeks Feedback for Resource Typing Documents

 

The FEMA National Integration Center is hosting two national engagement periods for resource typing documents. The national engagement period provides an opportunity for all stakeholders to comment on the draft documents and to ensure they are relevant for all implementing partners.

 

The first engagement period will conclude at 5 p.m. ET on July 29. This 30-day engagement period will feature resource typing and job title/position qualification documents for:

  • State mass care coordinator.
  • Field kitchen unit.
  • Field kitchen unit leader.
  • Mobile kitchen unit.
  • Food service delivery unit.

 

The second engagement period will also conclude at 5 p.m. ET on July 29. This 30-day engagement period will feature job title/position qualification documents for:

  • Urban search and rescue logistics specialist.
  • Urban search and rescue medical specialist.

 

These job title/position qualification documents will facilitate the sharing of deployable resource types at all jurisdictional levels. To provide comments on the drafts, complete the feedback form on FEMA.gov and submit the form to fema-nims@fema.dhs.gov no later than the dates indicated for the national engagement periods.
