One Year Anniversary of COVID-19 Disaster Declaration

 

On March 13, 2020, FEMA was activated in response to COVID-19. In the year since, the strength and resilience of our nation and of FEMA’s 21,000 emergency managers has been showcased.

 

The service and sacrifices of first responders, front line workers and essential personnel helped the country respond during an unprecedented time. The partnerships between FEMA and interagency and state, local, tribal and territorial partners was essential in the agency’s mission. 

 

As we remember the more than 530,000 Americans lost, the recently authorized vaccines have given us new hope for the future. As an agency, FEMA is committed to ensuring every person who wants a vaccine can receive one. Tremendous progress has been made towards this goal, obligating billions to the effort, supporting hundreds of vaccination sites and establishing Community Vaccination Center federal pilot sites in several states, capable of administering tens of thousands of vaccines a day.

 

Every day we are drawing closer to a time when we can return to the places we enjoy and create more memories with people we care about. Continue to follow Centers for Disease Control and Prevention and local health guidance to protect yourself and those around you. 


FEMA Publishing Final Updates to 18 Public Works Resource Type Positions and Teams

 

FEMA's National Integration Center is publishing final updates to 18 public works resource typing positions and teams. The updates will facilitate sharing of these positions and teams at all jurisdictional levels and will support the augmentation of the FEMA workforce during disaster operations.

 

The release includes 18 various positions and teams for debris and damage assessment specialists, public works, engineers, mechanics and equipment operators.

 

These teams and positions will ensure proper classification of deployable public works positions and teams at all jurisdictional levels. The updates will support the augmentation of the FEMA workforce during disaster operations.

FEMA Holds Web Conferences on Cost of Assistance Estimates

On Dec. 14, 2020, FEMA published a proposed rule titled “Cost of Assistance Estimates in the Disaster Declaration Process for the Public Assistance Program.” In order to comply with sections 1232 and 1239 of the Disaster Recovery Reform Act of 2018, FEMA proposed to revise the estimated cost of assistance disaster declaration factor that is used to evaluate a governor’s request for a major disaster under the Public Assistance program. The proposed revisions would more accurately assess states’ disaster response capabilities and comply with the Disaster Recovery Reform Act requirement for FEMA to review and update its disaster declaration factors.

 

FEMA is extending the public comment period for this proposed rule and will hold a public meeting via web conference along with a tribal consultation via web conference to solicit feedback on the rule.  This meeting will help ensure all interested parties have sufficient opportunity to review and provide comments on the proposed changes.

 

Web Conference

This web conference will take place 4 – 6 p.m. ET on March 22. Register online. An ASL interpreter and captioning will be provided for the call.

 

Those interested in making remarks are encouraged to use the registration form.

 

Written comments on the proposed rule may be submitted until 11:59 p.m. ET on April 12 and must be submitted via the Federal eRulemaking Portal

 

Tribal Consultation Conference  

Tribal governments that make a direct declaration request will continue to be subject to the factors outlined in the 2017 Tribal Declaration Pilot Guidance and would not be impacted by this proposed rule. However, tribal governments that choose to apply through a state may be impacted by the higher minimum thresholds and state per capita thresholds proposed by this rulemaking.

FEMA Stakeholder Call on Developmental Disabilities Awareness Month

 

March is National Developmental Disabilities Awareness Month. It is an opportunity to highlight the contributions and needs of people with intellectual and developmental disabilities. Intellectual and developmental disabilities are a broad category of often lifelong disabilities that can be intellectual, physical or both and can negatively affect the trajectory of the individual’s development.

 

Join the FEMA Office of Disability Integration and Coordination and its partners at 1 p.m. ET on March 24 to learn about the importance of including people with developmental disabilities in emergency preparedness, response and recovery planning efforts. 

 

Additionally, the webinar will provide participants with resources on topics including education, employment, community living and accessibility.

Upcoming Deadlines and Reminders

FEMA Accepting Spring Nominations for Exercise Assistance

 

The FEMA National Exercise Division is now accepting Spring 2021 exercise assistance nominations to the National Exercise Program. Spring nomination submissions are due by April 1 and decisions will be sent by May 3. Submit the nomination form and any supporting documentation to the National Exercise Division. The NEP will hold additional exercise nomination rounds in Fall of 2021 and Spring of 2022.

Sign-Up to Make a Difference With FEMA

 

The FEMA and AmeriCorps partnership program, FEMA Corps, is seeking talented and enthusiastic adults between 18 – 26 years old to serve the country before, during and after disasters.

 

FEMA Corps is a volunteer service program to give young adults the chance to be exposed to and work in the field of emergency management. Over the course of 12 months, FEMA Corps works to assist communities prepare for and respond to disasters. Members will travel across the country to assist in FEMA’s mission. Many FEMA Corps alumni go on to become professionals at FEMA and other levels of government.

 

Applications are now open for the summer class of FEMA Corps and will close on April 1 for team lead positions and will close April 15 for member positions.

it's not luck

Be Prepared for Disasters and Emergencies

 

As spring weather marches in, the Ready Campaign would like to remind everyone to be prepared for disasters and emergencies.

 

Ready.gov released its campaign, It's Not Luck, which contains a social media toolkit with safety and preparedness messages that you can share on your social media channels. You can either copy these messages directly or customize them to reach your audience. 

 

The content is for use throughout the month of March, and in association with St. Patrick's Day, and reminds everyone that no one should rely on luck when it comes to being prepared for disasters and emergencies. Don't leave disaster preparedness to chance.
