DHS Activates Surge Capacity Force to Support COVID-19 Response

 

Members of DHS's Surge Capacity Force began deploying to support communities across the country affected by the coronavirus (COVID-19).

 

The staff will deploy to vaccination sites across the country to support President Biden’s goal of administering 100 million vaccines within the first 100 days of his administration.

 

Surge Capacity Force members will receive training and operational briefings on Wednesday and Thursday before deploying to vaccination sites where they will assist people obtaining the COVID-19 vaccine.

 

There are currently more than 5,100 non-FEMA DHS personnel and 2,900 other federal agency personnel rostered to support the Surge Capacity Force. This is in addition to more than 20,000 FEMA employees dedicated to helping people before, during and after disasters. 


FEMA Announces the National Flood Insurance Program LinkedIn Page

 

FEMA's National Flood Insurance Program LinkedIn page is now available and connects FEMA with insurance agents, adjusters, lenders and other partners. The LinkedIn page will share the latest program updates, highlight marketing tips and upcoming training opportunities. Follow the page to receive weekly updates, find answers to commonly asked questions about flood insurance and discover new resources that can help selling and servicing flood insurance policies.

 

Flood insurance partners may support FEMA’s goal to double flood insurance coverage and close the insurance gap by:

 

  • Following NFIP on LinkedIn.
  • Telling your connections and partners to follow us.
  • Sharing our content and engage with our new page.
  • Using the hashtags #FloodInsurance #Flood #InsuranceAgents #Insurance.

 

FEMA looks forward to providing an additional resource to our stakeholders and furthering the NFIP public-private partnerships.


Quarterly Update from the National Flood Insurance Program

 

FEMA recently published "The Watermark," a quarterly report about the financial state of the National Flood Insurance Program. The report provides current flood insurance claims and policyholder statistics, fund resources and expenditures for the period ending on Sept. 30, 2020. 

 

Two feature stories include a summary of the Building Codes Saves: A Nationwide Study of Loss Prevention and the Heritage Emergency National Task Force, a collaborative partnership between FEMA and the Smithsonian Cultural Rescue Initiative. The report is available on this FEMA.gov.


FEMA Accepting Spring Nominations for Exercise Assistance

The FEMA National Exercise Division is now accepting Spring 2021 exercise assistance nominations to the National Exercise Program. Spring nomination submissions are due by April 1 and decisions will be sent by May 3.

 

The program offers no-cost assistance to jurisdictions for exercise design, development, execution and evaluation to validate capabilities across all mission areas. The program will hold additional exercise nomination rounds in the fall of 2021 and spring of 2022. Instructions for how to submit a nomination are on the National Exercise Program website.

 

FEMA is hosting three 60-minute webinars for state, local, tribal, territorial and other whole community partners to discuss the nomination process. The webinar will also cover National Exercise Program supporting activities for conducting exercises in a pandemic environment. The webinar will also cover approved 2021-2022 Principals’ Strategic Priorities. The dates for the webinars are:

 

  • Webinar 1: 2 p.m. ET Feb. 11.
  • Webinar 2: 4 p.m. ET Feb. 25.
  • Webinar 3: 2 p.m. ET March 11.

FEMA Hosts Youth Preparedness Council Information Session

FEMA is currently accepting Youth Preparedness Council applications. Teens in grades 8 through 11 who are interested in applying for the council can learn more about the process and have their questions answered in a webinar at 7 p.m. ET on Feb. 18. The webinar will walk students through the application process and give applicants a glimpse of what it’s like to be on the Youth Preparedness Council. Please register for this webinar in advance using the registration link.

FEMA Announces Application Period Open for Firefighters Grants

 

The application period is underway for $355 million in funding available through the Fiscal Year 2021 Staffing for Adequate Fire and Emergency Response (SAFER) Grants. These grants enhance the ability of recipients to attain and maintain fire department staffing and to assure that their communities have adequate protection from fire and fire-related hazards.

 

The SAFER application period closes at 5 p.m. ET on March 12. The notice of funding opportunity and technical assistance documents for this program are available at www.grants.gov and on FEMA.gov.

 

Fire departments or other applicants requiring assistance can call the Fire Grants Help Desk at (866) 274-0960 or send an email to firegrants@fema.dhs.gov. The Fire Grants Help Desk is open 8 a.m. – 4:30 p.m. ET, Monday – Friday.


FEMA Seeks Volunteers for the BRIC Virtual National Review Panels

 

The application period for the Fiscal Year 2020 Hazard Mitigation Assistance grants closed the end of January.  FEMA is beginning the award selection process for the Building Resilient Infrastructure and Communities (BRIC) grant program. The competitive grant program funds hazard mitigation projects that reduce disasters and natural hazard risk.

 

A virtual National Review Panel will score sub-applications. FEMA seeks volunteers from government partners and other federal agencies to participate on the panels. The panels will increase transparency into the decision-making process while enhancing partnerships among the panelists.

 

During the reviews, volunteers will leverage their mitigation experience and expertise to assess how applications meet six BRIC qualitative evaluation criteria. This criteria includes Risk Reduction/Resiliency Effectiveness, Future Conditions, Implementation Measures, Population Impacted, Outreach Activities and Leveraging Partners.

 

The virtual panels will run from March 8 to April 2. Approximately 100 Panelists must be available for a minimum of one week to review sub-applications. FEMA anticipates that participants on the virtual panel will commit eight hours a day over the course of five business days.  There is no compensation for participating on the panel review.

 

Individuals from a government partner or federal agency interested in volunteering, can submit their name, title, unit of affiliation, phone number and email to the BRIC Team at hma-ndi-bric-review@fema.dhs.gov. FEMA is accepting expressions of interest to volunteer through Feb. 16.

Upcoming Deadlines and Reminders

National Dam Safety Technical Seminar

 

Registration is open for the 28th Annual National Dam Safety Program Technical Seminar, “Risk Informed Decision Making and Benefit Cost Analysis for Dam and Levee Projects.”  This seminar will be held virtually on FEMA Adobe Connect from 11 a.m. to 4 p.m. ET on Feb. 16 - 19. Participants encouraged to apply include all dam and levee safety professionals, including public and private dam owners/operators, dam safety engineers, land use planners and emergency management officials.

FEMA Seeks Feedback on Incident Complexity Guide

 

The FEMA National Integration Center is seeking feedback on the 2021 NIMS Incident Complexity Guide: Planning, Preparedness and Training. This national engagement period will conclude at 5 p.m. ET on Feb. 12. National engagement provides an opportunity for interested parties to comment on the draft document ensuring that it is relevant for all implementing partners.

 

To provide comments on the drafts, complete the feedback form and submit the form to the FEMA National Integration Center.

The National Integration Center will host a 60-minute webinar to discuss the NIMS Incident Complexity Guide and answer related questions. The webinar is open to the whole community. Assistance to Firefighters Grant Application Period Open

 

The funding notice for the Department of Homeland Security/FEMA fiscal year 2020 Assistance to Firefighters Grant program is available. The application period for nearly $320 million in funding will close at 5 p.m. ET on Feb. 12.

 

FEMA released the notice of funding opportunity for the Assistance to Firefighters Grant program on Dec. 29. The notice and technical assistance documents for this program are available at Grants.gov and on FEMA.gov. Additional information about upcoming webinars to assist applicants is also available on FEMA.gov.

FEMA Announces $35 Million for Fire Prevention and Safety Grants

 

The funding notice has been released for $35.5 million to support the 2020 Fire Prevention and Safety Grants. These grants are part of the Assistance to Firefighters Grants, which support projects that enhance the safety of the public and firefighters from fire and related hazards. The application period for the program closes at 5 p.m. ET on Feb. 28.

FEMA Seeks Feedback for Typing Documents

 

The FEMA National Integration Center is seeking public feedback on resource typing definitions. The 30-day national engagement period will conclude at 5 p.m. ET on March 2.

 

These resource typing documents will facilitate the sharing of deployable resource types at all jurisdictional levels. To provide comments on the drafts, complete the feedback form on FEMA.gov and submit the form to fema-nims@fema.dhs.gov no later than 5 p.m. ET on March 2, 2021.
