FEMA’s Integrated Public Alert and Warning System (IPAWS) office and representatives of Navajo Nation Emergency Management will hold an one-hour webinar at 1 p.m. ET on Nov. 18. The webinar will provide an overview of IPAWS, as well as discuss how tribal nations can become one of the more than 1,500 authorities nationwide that use the system.
On March 23, the Navajo Nation was among the initial alerting authorities and the first from a tribal nation to issue a live wireless emergency alert as part of the coronavirus (COVID-19) pandemic public health emergency response. IPAWS enables public safety officials to deliver a single alert simultaneously through multiple communication devices, reaching as many people as possible during natural and human induced emergencies to save lives and protect property.
The Navajo Nation is composed of 110 chapters, 11 counties, two satellite reservations and seven police districts covering 27,000 square miles.
The Navajo Nation’s Department of Emergency Management Deputy Director Lavina Willie-Nez and Emergency Management Director Harland Cleveland will join the webinar to discuss their experience using IPAWS and to take questions. Members of tribal emergency management as well as other people interested in connecting with IPAWS can access the webinar on the event page.

FEMA is seeking content input from community partners on the “Building Private-Public Partnerships Guide” draft document. The agency will host a series of 60-minute engagement webinars to discuss the Guide and answer stakeholders’ questions. The webinars will be open to the whole community and advance registration is required.

The purpose of the review is to provide an opportunity for the public to provide substantive content recommendations and refinement of the draft. The results of this review will inform the development of the published version of the guide for whole community use.
FEMA worked on the draft with associations representing emergency management, government administration and the private sector. The guide provides recommendations and best practices for jurisdictions to establish and maintain a private-public partnership to help coordinate mitigation, response and recovery planning and preparedness. The guide will help both public and private sector emergency managers at all levels collaborate to increase community resilience. While the guide is written from a local perspective, any jurisdiction or private entity can use it.

This October, FEMA’s Resilient Nation Partnership Network (RNPN) partnered with the National Oceanic and Atmospheric Administration (NOAA) to host the 2020 “Alliances for Equity” virtual forum. More than 2,200 viewers attended the series. Recordings of each session are available online.
The series advanced conversations and partnerships with thought leaders representing diverse backgrounds and perspectives. More than 30 speakers, representing 28 organizations from the public, private and nonprofit sectors came together to discuss current challenges and actionable steps toward prioritizing and building a more equitable and resilient future.
FEMA and NOAA are committed to a year of action and will advance and deliver programs with equity to increase resilience among all communities. The partnership will develop an after-action resource that partners can use to advance equity within their own work and professions.

FEMA is providing an additional chance for volunteer and combination fire departments to apply for funding under the FY 2020 Assistance to Firefighters Grant – COVID-19 Supplemental (AFG-S). FEMA is providing $100 million in supplemental FY 2020 funding for personal protective equipment and related supplies to the fire service community to prevent, prepare for and respond to the coronavirus (COVID-19) public health emergency. This includes reimbursement for expenditures made since Jan. 1, 2020.
Applications will be accepted until 5 p.m. ET on Nov. 13. There remains $31 million to be awarded in AFG-S funds. Find more information on this funding opportunity at https://www.fema.gov/grants/preparedness/firefighters.
By law, 25 percent of available AFG-S funds must be awarded to volunteer fire departments and another 25 percent must be awarded to combination fire departments. This second application period will be limited to those categories of fire departments to fulfill this requirement.
Volunteer and combination fire departments are eligible to apply in this round even if they had a successful application in the first round earlier this year. However, applications must support new capabilities. Departments that applied in the first round but were unsuccessful must reapply to be considered for funding in this round. Applications from the first round will not automatically carry forward to this round for consideration.
November is American Indian/Alaskan Native Heritage Month. This is a time to celebrate rich and diverse cultures and traditions, and to acknowledge the important contributions of Native people. American Indian/ Alaskan Native Heritage Month is also a time to educate about tribes, to raise a general awareness about the unique challenges Native people face, both historically and in the present, and the ways in which tribal citizens have worked to conquer these challenges.

FEMA Hosting Preparedness Workshop Webinar Series
FEMA will host a series of webinars to educate and promote critical activities that make up the preparedness cycle. The webinars will be about the Integrated Preparedness Plan and Integrated Preparedness Planning Workshop. The plan and workshop model were developed to support the coordination, planning and scheduling of activities across the preparedness cycle, a component of the revised 2020 Homeland Security Exercise and Evaluation Program doctrine.
The model has been piloted and refined. Dates for these webinars are:

FEMA Hosts Civil Rights Stakeholder Summit Series
FEMA will host three civil rights stakeholder summits throughout November and December.
Motivated by FEMA’s core values of compassion, fairness, integrity and respect, the goal of each summit is to strengthen the foundation for an inclusive, whole-community based approach to emergency management.
FEMA understands that disasters impact individuals and communities differently. To foster a more inclusive, prepared and resilient nation, FEMA seeks to strengthen the agency’s communication with members of underserved and historically marginalized communities, such as those with low income, differing ethnic groups and limited English proficiency.
Because presenters and panelists will respond to your questions during the summits, please email questions to FEMA-CivilRightsOffice@fema.dhs.gov no later than the Friday prior to the event.

FEMA Offers Comment Period on Community Emergency Response Team Positions
FEMA's National Integration Center is seeking public feedback on National Qualification System job title/position qualifications and position task books. This national engagement period will conclude at 5 p.m. ET on Nov. 26.
This national engagement period provides an opportunity for interested parties to comment on the draft document to ensure that it is relevant for all implementing partners.
The release includes three positions for Community Emergency Response Teams, including a section chief, team leader and volunteer.
Resource typing is a key component of the National Incident Management System and enables organizations from across the country to work together during incidents of all types and sizes. Implementing resource management principles across the nation is a fundamental part of building our national preparedness. These job titles and position qualifications contain the minimum qualifications and capabilities for personnel and their equipment within their assigned teams to manage all threats and hazards, regardless of incident type or size.
