On Nov. 18, FEMA announced the release of the “Community Lifelines Implementation Toolkit 2.0” and the “Incident Stabilization Guide,” which provide updated information and resources to better understand and implement Community Lifelines throughout the emergency management community.
The initial toolkit was released in Feb. 2019 as the first formal guidance on lifelines. Since then, FEMA conducted significant engagement with state, local, tribal and territorial emergency managers, interagency partners, and private and non-profit stakeholders to provide training, achieve buy-in, and gain critical feedback to help improve the construct. The simplicity and plain language used for lifelines eases coordination and communication among partners at multiple levels.
Updated to support last month's release of the revised "National Response Framework, Fourth Edition," the toolkit incorporates lessons learned from recent disasters and stakeholder feedback.
FEMA is also releasing an operational draft of the “Incident Stabilization Guide.” The guide provides further explanation of how FEMA will use the lifelines during planning and response operations and introduces its potential applicability across the preparedness cycle and other mission areas.

On Nov. 12, the Cybersecurity and Infrastructure Security Agency (CISA) and the U.S. Department of State released a "Guide to Critical Infrastructure Security and Resilience" as part of Critical Infrastructure Security and Resilience Month this November.
The guide provides a step-by-step approach to developing, implementing, and refining related policies and programs for a range of stakeholders, including experts in security, counterterrorism, crisis management and emergency response. The guide acknowledges that the effectiveness of critical infrastructure protection is greatly enhanced when based on an approach that considers all threats and hazards.

As part of the third edition of the National Incident Management System FEMA revised four courses in the Incident Command System (ICS) All-Hazards Position Specific curriculum:
- E/L0950, NIMS ICS All-Hazards Incident Commander Course
- E/L0952, NIMS ICS All-Hazards Public Information Officer Course
- E/L0954, NIMS ICS All-Hazards Safety Officer Course
- E/L0956, NIMS ICS All-Hazards Liaison Officer Course

FEMA Hosts Webinar on New Public Assistance Policy
On Nov. 6, FEMA published “Consensus-Based Codes, Specifications and Standards for Public Assistance.” The policy is meant to increase the resiliency of communities post disaster and support the efficient use of federal funds from FEMA's Public Assistance program, while reducing future vulnerabilities.
FEMA will host a webinar to explain the new policy and the actions an applicant need to complete to opt-in before the Jan. 5, 2020 deadline.
