Last week, FEMA released the “National Response Framework (NRF), Fourth Edition,” and the “Emergency Support Function (ESF) #14 – Cross-Sector Business and Infrastructure Annex.” Both documents incorporate lessons learned from the 2017 hurricane and wildfire season.
The fourth edition of the NRF includes:
- Additional emphasis on nongovernmental capabilities to include the role of individuals and private sector/industry partners in responding to disasters.
- The new ESF #14, which supports the coordination of cross-sector operations among infrastructure owners and operators, businesses, and government partners.
- A focus on outcomes-based response through the prioritization of the rapid stabilization of Community Lifelines.
In November an updated Community Lifelines Implementation Toolkit will be released to support the NRF and ESF 14. The toolkit features refined content based on lessons learned and stakeholder feedback over the past year. It supports the NRF by providing comprehensive information and resources for implementing lifelines during incident response.
FEMA is hosting a series of one-hour webinars to describe the updates and answer participants’ questions. These webinars are intended for the whole community, including individuals and communities, private and nonprofit sectors, faith-based organizations, and federal, state, local, tribal, and territorial partners.

On Nov. 13, FEMA will host a webinar for tribal partners on the Pre-Disaster Recovery Planning Guide for Tribal Governments. The guide encourages tribal governments to develop plans that prepares them to address recovery immediately after a disaster strikes.
This guide also includes workbook activities to help users document some of the activities and planning steps, as well as links to relevant resources from both federal and non-federal sources.

The Procurement Disaster Assistance Team released an updated field manual for procurement processes after a disaster. The manual supports FEMA staff in providing accurate and consistent information to Public Assistance applicants on how to comply with the federal procurement under grant requirements.
This version of the manual merges and streamlines relevant content from previous editions and applies to procurements under disasters declared on or after December 26, 2014.

From Nov. 5 - 7, FEMA’s National Advisory Council members are meeting at the National Association of Counties in Washington, D.C.
Acting Administrator Gaynor and senior leadership will collaborate with the council regarding their 2020 tasks. The first issue they will address focuses on how FEMA and non-federal partners will address the combined outlook of increasing disaster severity with decreasing federal funding. The second focus will be on the best ways to build capability in response, recovery, preparedness, and mitigation at the local, tribal, territorial, and state levels.
The goal of the council is to advise FEMA’s Administrator on all aspects of emergency management. Input is used to revise the National Preparedness Goal, the National Incident Management System, the National Response Framework, and related plans and strategies, as well as the administration and assessment of grant programs. The council comprises experts and members representing federal, state, local, and tribal governments, as well as the nonprofit and private sectors.

Comment Period Ends Nov. 18 for Public Assistance Guide
The fourth edition of the Public Assistance Program and Policy Guide is scheduled for publication in January 2020. The updated draft version is available for public comment. FEMA is accepting public comments submitted through Nov. 18. The draft guide and accompanying comments matrix is located on the FEMA website.
FEMA requests that all comments be submitted to FEMA-PAPolicy@fema.dhs.gov using the comments matrix.
October is National Community Planning Month, a nationally-recognized, American Planning Association-led initiative that focuses on the importance of community planning and its impacts. As such, this week's podcast focuses on National Community Planning Month and how it ties into FEMA’s 2018-2022 Strategic Plan. The podcast discusses how efforts like this highlight the work supporting the National Mitigation Investment Strategy by capturing the ongoing partnerships between planning and mitigation.
