This month, FEMA announced that analysis determined that the Sheltering and Temporary Essential Power (STEP) pilot program, under the Public Assistance program was not meeting its established objectives.
The FEMA analysis of the public assistance pilot program identified positive outcomes in each of the seven disasters where the agency implemented STEP. However, FEMA found that repairs under the STEP pilot program generally could not be made quickly enough to effectively serve as shelter under section 403 of the Stafford Act. Disaster survivors for future Presidentially declared disasters will continue to have access to a range of assistance programs to help them find shelter and temporary housing.
On Oct. 16, FEMA published a notice of its intended reinsurance procurement for the National Flood Insurance Program (NFIP) for 2020. This notice includes all the procurement, contact information, and details on how to submit a request for participation. The Reinsurance Program transfers financial flood risk to private markets to help strengthen the financial framework of the NFIP.
FEMA is committed to further developing and maturing the Reinsurance Program to help strengthen the financial framework. Additionally, the program allows for expansion of the role of private markets in managing flood risk. FEMA anticipates continuing its reinsurance program and plans to secure a new reinsurance placement in January 2020.

FEMA is updating its Hazard Mitigation Grant Program Frequently Asked Questions website to address questions collected from stakeholders regarding the implementation of "Hazard Mitigation Grant Program Management Costs (Interim) Policy #104-11-1," released in November 2018 as a part of Disaster Recovery Reform Act of 2018 (DRRA).
These Frequently Asked Questions provide information on general program requirements, eligible management costs activities, application processes and monitoring. FEMA will continue to update the site as needed to address questions from stakeholders.
In 2018, the Recovery Support Function Leadership Group created a website to track federal assistance for the largest disasters since 2017, including hurricanes Harvey, Irma, Maria, Florence and Michael, Typhoon Yutu, and the 2017 and 2018 California wildfires.
Recovery.fema.gov identifies which federal agencies have allocated, obligated and outlaid disaster recovery funding and how that money supports creating stronger, more resilient communities. The site is updated regularly as long-term recovery continues and will continue to reflect new catastrophic disasters as appropriate.
FEMA published the Supplemental Guide for the Qualification Review Boards as part of the National Incident Management System's National Qualification System. The Guide provides basic processes and procedures to assist with developing and maintaining a Qualification Review Board as part of the larger certification process.
The system is intended to provide a nationwide and unified approach to ensure a qualified shareable and effective national incident workforce, with the goal of making working together more efficient in order to manage all threats and hazards, regardless of the incident’s cause or size.

This week, FEMA released David Kaufman’s PrepTalk “Our Changing World: The Challenge for Emergency Managers”. In his PrepTalk, Kaufman explains the evolving trends around the world, where they intersect, and how they will dictate the future of emergency management.
Kaufman is the Vice President and Director for Safety and Security at CNA, a non-profit research and analysis organization located in Arlington, VA. He has also served as the Associate Administrator for the Office of Policy and Program Analysis, and the International Affairs Division at FEMA. His PrepTalk video and additional resources are available on the FEMA website.
