September is National Preparedness Month

National Preparedness Month happens every September to remind us to prepare ourselves, our families, and our communities for the disasters and emergencies that could happen where we live, work and visit.

 

Each week will highlight important steps to prepare for emergencies. The weekly themes are:

Week 1 (Sept 1-7): Save Early for Disaster Costs

Week 2 (Sept 8-14): Make a Plan to Prepare for Disasters

Week 3 (Sept 15-21): Teach Youth to Prepare for Disasters

Week 4 (Sept 22-30): Get Involved in Your Community’s Preparedness

FEMA Awards Regional Catastrophic Preparedness Grants

Last week, FEMA announced $10 million in competitive awards for its 2019 Regional Catastrophic Preparedness Grant Program to eight local governments. The awards will assist in developing innovative regional solutions to issues related to catastrophic incidents.

 

The grant program is an integral component of National Preparedness System implementation.  It supports the building and delivery of core capabilities essential to achieving the National Preparedness Goal.

 

The 2019 grants focus on planning, organization, training and exercises to build regional capabilities in FEMA’s Food, Water and Sheltering Community Lifeline.

 

The eight recipients were selected from 20 eligible applications. The selected projects are regional, replicable and must be sustained in subsequent years without federal resources.

 

Award recipients are local governments (as defined by 2 C.F.R. § 200.64) located within one of the 100 most populous Metropolitan Statistical Areas (MSAs) per the Census Bureau’s 2018 Population Estimates.

FEMA Publishes Funding Opportunities for Hazard Mitigation Assistance Grant Programs

This week, FEMA announced funding opportunities for its Hazard Mitigation Assistance (HMA) competitive grant programs.  This funding assists state, local, tribal, and territorial governments to reduce disaster losses and protect life and property from future disaster damages.

 

For Fiscal Year 2019, $410 million in funding is available through two HMA programs: 

 

•  Flood Mitigation Assistance (FMA): the agency’s funding priorities include flood mitigation planning and efforts for repetitive as well as severe repetitive loss properties. In this application cycle, $160 million is available in FMA grant funds.

 

•  Pre-Disaster Mitigation (PDM): The PDM program is designed to implement a sustained pre-disaster natural hazard mitigation program with the goal of reducing overall risk to the population and structures from future hazard events. In this application cycle, FEMA $250 million is available, with $20 million set aside by FEMA for federally-recognized tribes.

 

The application period will open on Sept. 30. Eligible applicants must apply for funding through the Mitigation eGrants system on the FEMA Grants Portal.  All applications must be submitted no later than 3 p.m. ET on Jan. 31, 2020.

FEMA Hosts Webinar: "Emergencies and Disasters: Are you Financially Prepared?"

On Sept. 4, FEMA will host a 30-minute webinar, "Emergencies and Disasters: Are You Financially Prepared?" to provide financial tools and resources for individuals, families, communities and community organizations. 

 

During National Preparedness Month, join representatives from FEMA’s Individual and Community Preparedness Division Federal Insurance and Mitigation Administration and the Ready Campaign along with the Federal Deposit Insurance Corporation, Money Management International, and Project Porchlight, to learn strategies for being financially prepared for emergencies.

Application Period Open for Mitigation Matters Research Program

The Mitigation Matters small grant program enables innovative, next generation natural hazards mitigation research. With the support of FEMA and the National Science Foundation (NSF), Mitigation Matters provides small grants, between $1,500 to $2,500, to researchers to conduct studies on hazards mitigation.

 

Funding will be prioritized for submissions that propose new research on the social, behavioral, and economic aspects of mitigation or consider the intersection between humans, hazards risk, and the built environment.

 

Grant proposals are evaluated and awarded in response to two annual calls.  Deadlines for upcoming calls are Oct. 1, 2019 and March 1, 2020 at 7pm ET.

FEMA Hosts Webinars on Updated NIMS Courses

 

As part of the 2017 National Incident Management System (NIMS) update, FEMA released four revised courses in the Incident Command System (ICS) All-Hazards Position Specific curriculum, which are:

 

    • •  E/L0958, NIMS ICS All-Hazards Operations Section Chief Course
  • •  E/L0960, NIMS ICS All-Hazards Division/ Group Supervisor Course
  • •  E/L0984, NIMS ICS All-Hazards Task Force/ Strike Team Leader Course
  • •  E/L0986, NIMS ICS All-Hazards Air Support Group Supervisor Course

 

FEMA will host a webinar highlighting the changes in the courses, instructor requirements, and future course releases.

 

  • •  Thursday, Aug. 29 at 11 a.m. or 2 p.m. ET

 

 

If you successfully completed a previous version of the courses, there is no FEMA requirement to take the revised version. However, because the revised courses contain new information based on the 2017 revised NIMS Document, you may find it informative to review the new version.
