FEMA recently listed a Federal Register Notice for public comments about information collection, in regards to mitigation grant programs.
In accordance with federal law and as part of the Code of Regulations, part 80, this notice seeks comments concerning grants for the property acquisition and relocation for open space.
Acquisition and relocation of property for open space use is one of the most common mitigation activities. Federal grant funds are available for eligible activities in FEMA’s three mitigation grant programs: Flood Mitigation Assistance, Hazard Mitigation Assistance and Hazard Mitigation Grant Program. These programs require all properties acquired with FEMA funds to be deed restricted and maintained as open space in perpetuity. This requirement ensures that no future risks from hazards occur to life or structures on that property, and that no future disaster assistance or insurance payments are granted as a result of damages to that property.
This extension of approved collection of information is necessary to establish uniform requirements for state and local implementation of acquisition activities, and to enforce open space maintenance and monitoring requirements for properties acquired with grant funds. This notice also withdraws three previously proposed forms included in the initial 60-day comment period regarding severe repetitive loss structures published in March 2018.
Comments are collected via the Federal Register until Oct. 8.
Today, FEMA released Daniel Homsey’s PrepTalk “Neighborfest – Building Resilience from the Block Up.” In the PrepTalk, Homsey shares his tools for building resilient communities at the neighborhood level and why empowering neighbors to help themselves is the best way to prepare your community for any disaster.
Since 2008, Homsey has been director of the Neighborhood Empowerment Network for the City Administrator’s Office of the City of San Francisco. The Neighborhood Empowerment Network is a coalition of residents, faith-based, philanthropic and academic institutions, non-profits and private sector organizations, and governmental agencies.
Homsey’s PrepTalk video and additional resources are available on the FEMA website. In the coming months, FEMA will release dditional PrepTalks from the April 2019 symposium in Santa Rosa, California.
PrepTalks are a partnership between FEMA, the International Association of Emergency Managers, the National Emergency Management Association, the National Homeland Security Consortium, and the Naval Postgraduate School Center for Homeland Defense and Security.
FEMA Hosts Webinars on Evacuation and Shelter-in-Place Guidance
FEMA released "Planning Considerations: Evacuation and Shelter-in-Place- Guidance for State, Local, Tribal, and Territorial Partners". The document draws upon the collective experience of those partners to provide relevant concepts, principals, and guidance as a resource for emergency managers and planners.
FEMA’s National Integration Center is hosting a 60-minute webinar to discuss the document, related efforts, and answer participants’ questions. The webinar is open to the whole community and registration is required in advance. Real-time captioning will be available on the webinar.

FEMA Hosts Webinars on Updated NIMS Courses
As part of the 2017 National Incident Management System (NIMS) update, FEMA released four revised courses in the Incident Command System (ICS) All-Hazards Position Specific curriculum, which are:
- • E/L0958, NIMS ICS All-Hazards Operations Section Chief Course
- • E/L0960, NIMS ICS All-Hazards Division/ Group Supervisor Course
- • E/L0984, NIMS ICS All-Hazards Task Force/ Strike Team Leader Course
- • E/L0986, NIMS ICS All-Hazards Air Support Group Supervisor Course
FEMA will host webinars highlighting the changes in the courses, instructor requirements, and future course releases. All times are Eastern, and each webinar features the same content:
- • Tuesday, Aug. 27 at 11 a.m. or 3 p.m. ET
- • Thursday, Aug. 29 at 11 a.m. or 2 p.m. ET
If you successfully completed a previous version of the courses, there is no FEMA requirement to take the revised version. However, because the revised courses contain new information based on the 2017 revised NIMS Document, you may find it informative to review the new version.
