FEMA has posted the Fiscal Year 2018
(FY18) Notice of Funding Opportunity (NOFO) announcements for the Flood Mitigation Assistance (FMA)
and Pre-Disaster Mitigation (PDM)
grant programs on www.grants.gov.
These NOFOs provide an overview of the grant programs and
details about the agency's funding priorities and review
process.
FEMA
will open the FY18 application period on October 1, 2018. Eligible applicants
must apply for funding through the Mitigation eGrants system on the FEMA Grants
Portal accessible at https://portal.fema.gov. All applications must be submitted no later
than 3 pm Eastern Time on January 31, 2019.
Program Funding
Flood Mitigation
Assistance:
FMA
grants are available to implement measures to reduce or eliminate risk of
severe repetitive flood damage to buildings insured by the National Flood Insurance Program (NFIP). In FY18, $160 million is available
for FMA grants.

Pre-Disaster
Mitigation:
The
goal of the PDM grant program is to reduce overall risk to the population and
structures, while at the same time reducing reliance on federal funding from Robert
T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) disaster
declarations. $235.2 million is available for FY18 PDM grants.

FEMA’s Hazard Mitigation Assistance (HMA) Division invites you to
a webinar to guide you through the grant application system for the FY 2018
Pre-Disaster Mitigation and Flood Mitigation Assistance application cycle
(October 1, 2018 – January 31, 2019).
On Wednesday, September 19 and again on
Thursday, September 20, eGrants for Advanced
Users will cover more complex best
practices for experienced eGrants users.
The eGrants system is used to
process applications for the Pre-Disaster Mitigation (PDM) and Flood Mitigation
Assistance (FMA) grant programs.
Topics will include common pitfalls in
successfully submitting applications through the eGrants system and system
limitations. The majority of the time will be dedicated to a question and
answer session. This webinar is primarily intended for HMA grant applicants,
experienced sub-applicants, and eGrants system power users.

FEMA Region VIII and mitigation professionals from the State
of Colorado hosted the Hazard Mitigation Assistance
(HMA) External Stakeholder Working Group’s (ESWG) quarterly meeting in Denver,
Colorado in August. State, tribal, and local stakeholders shared mitigation
projects from their respective communities and attendees visited local
mitigation project sites.
“The ESWG continues to be an important venue
for sharing ideas and discussing issues related to our grant programs, and
seeing the mitigation projects on the ground allowed the ESWG the opportunity
to interact with project managers, individual residents, and program
coordinators who are implementing mitigation,” said Karen Helbrecht, HMA
Grants Implementation Branch Chief and ESWG Chair. “This insight is critical to our
continuing growth and improvements in HMA.”
The ESWG provided feedback to HMA on the HMA Guidance,
offered the stakeholder perspective on the FEMA Strategic Planning process and
discussed transition plans for the upcoming membership changes as the second
full year of the ESWG draws to a close.
The Hazard
Mitigation Assistance (HMA) Division membership application period is now open
for the HMA External Stakeholder Working Group (ESWG).
Interested applicants should complete and submit an application via
email to FEMA-HMA-GRANTS-POLICY@fema.dhs.gov. Applications are due by September 28,
2018. The application is available for
download at https://www.fema.gov/media-library/assets/documents/126699. Please share this information with others who
may also be interested and would like to submit an application.

What is the purpose of the External
Stakeholder Working Group?
For the last
two years, the ESWG has been helping HMA increase engagement and transparency
with external (i.e., non-federal) partners in hazard mitigation through a
number of efforts. The purpose of the ESWG is not only to share information with
external stakeholders, but also to gain insight from external stakeholders and
understand their perspectives on HMA priorities, issues and program resources.
The ESWG will act as a bridge between FEMA HMA staff and state, territory,
federally recognized tribe, regional, and local stakeholders. Members will act
as points of contact for other external stakeholders by gathering inputs,
requests, ideas, and suggestions for HMA.

FEMA’s External Stakeholder Work Group (ESWG) would like to remind
you to voice your opinions, submit ideas, join the discussion threads, and
contribute to the discussion on IdeaScale. This new forum provides a platform
for communities to engage with one another in discussions about hazard
mitigation, promote project success stories, and share lessons learned from
grant application, implementation and closeout.
The ESWG looks forward to hearing from a variety
stakeholders at all levels -- federal, state, local, tribal, territorial,
non-governmental organizations and private sector-- and facilitating
conversations that enable communities to reduce their losses from natural
disasters.

FEMA invites
you to submit an abstract for the 2019 Hazard Mitigation (HM) Stakeholder Workshop.
This year’s workshop theme, Advance Mitigation by Reducing Complexity, aligns
with FEMA’s third strategic goal – ‘Reducing the Complexity of FEMA.’
The call
for abstracts opened on September 5, 2018 and will close October 17, 2018.

FEMA’s
Flood Risk Products (FRPs) are sets of data designed to help
communities make better planning and investment decisions. FEMA encourages
communities to use the FRPs to support local mitigation planning. For example,
using FRPs to identify the location and impacts of flood hazards in order
to better prioritize areas in need of mitigation strategies.
However,
community planners may not be aware of what data is available or how it can be
used to help meet the mitigation planning requirements found in the Robert T. Stafford Disaster Relief and Emergency Assistance
Act. The new “Using
Flood Risk Products in Hazard Mitigation Plans” publication aims to help
planners improve how they talk about flood risk in
their mitigation plan. The document explains what FRPs are, where they can
be found, and includes several case studies. Most importantly, the
publication walks the user through how each FRP can be applied to help meet
mitigation planning requirements.
