FEMA and Association of University Centers on Disability Sign Agreement

FEMA Administrator Craig Fugate and AUCD Executive Director Andrew Imparato sign a memorandum of agreement.

FEMA and the Association of University Centers on Disability, recently signed a memorandum of agreement (MOA) offering a formal opportunity for information sharing and to build upon best practices of inclusive emergency management. The agreement will enhance community engagement between FEMA and disability stakeholder organizations, prior to and during disaster operations, and identify opportunities for training. As FEMA continues to develop its capacity to comply with federal law with regard to Americans with disabilities, the Association of University Centers on Disability is well-positioned to provide feedback to the Agency on its public-facing programs and activities, and relay the experiences of people and disaster survivors with disabilities accessing FEMA programs.      



Reservist Report: Roger Connell

Roger Connell is a Training Manager with FEMA’s Disaster Field Operations Training Organization (DFTO) Cadre. Originally from the Jefferson City, Mo., area, Roger has been with the Agency for 10 years. Like most FEMA employees, working for FEMA is not his first career.

After serving in the military, Roger transitioned to the Missouri National Guard and worked full-time in advertising and public relations. He then served as the Floodplain Management Officer and State National Flood Insurance Program Coordinator for the state of Missouri, before eventually coming to FEMA.“ I originally worked in FEMA’s Region VII Mitigation Division for three years,” said Roger. “I transferred over to the Reservist program in 2009 and I’m very glad I did. It’s worked out so well.” Roger says working for FEMA is in his blood and each new deployment is an opportunity for a new adventure.



Response Efforts Highlighted During Logistics Partners Meeting

FEMA employees were recognized for their successful and innovative response efforts during Hurricane Matthew by a large contingent of state, territorial, tribal, local and private sector federal Logistics partners who gathered for the 2016 Emergency Support Function (ESF) #7 Logistics end-of-year partners meeting. The meeting, which was co-hosted by FEMA’s Logistics Management Directorate and the General Services Administration (GSA), focused on successes and lessons learned from this year’s hurricane season..

 

Successes included the pre-staging of commodities by employees at distribution centers, the unprecedented early coordination of efforts with private sector partners for supplying of disaster response commodities and supplies, as well as the early designation of Incident Support Bases Logistics staff across multiple FEMA Regions.

 

Partners attending this meeting included representatives from the American Red Cross, the Salvation Army, the National Voluntary Organizations Active in Disaster (VOADs), the Defense Logistics Agency (DLA), U.S. Army Corps of Engineers, Department of Energy (DOE), Department of Health and Human Services (HHS), and other partners.



New Collective Bargaining Agreement

FEMA and the American Federation of Government Employees (AFGE) Council 56 are pleased to announce that we have signed a new collective bargaining agreement (CBA).  After several months of negotiations, both parties have agreed to a CBA that strengthens our labor management partnership. 

 

A CBA is a negotiated contract between agency management and the union representing bargaining unit employees.  Our new agreement is effective until December 2019 and includes a variety of topics that outline employees’ and managements’ rights, as well as describes the bargaining unit employees who are covered by this agreement.  

 

This new agreement replaces the previous CBAs, and impacts all bargaining unit employees at Headquarters, Mount Weather, National Emergency Training Center, Region II, Region III, Region IV, Region V, Region VII, and Region IX.

Know Your Rights: Annual Weingarten Notice

In accordance with 5 U.S.C. 7114, bargaining unit employees are reminded of their right to request union representation during an investigatory examination – if they are questioned about possible misconduct – if they reasonably believe that they may be subject to disciplinary action.  The right to have a union representative present in this situation is also known as an employee’s “Weingarten Rights.” An investigatory examination as defined for Weingarten Rights to apply occur when all of the following conditions are met:

  • the employee is being questioned in connection with an investigation;
  • the employee reasonably believes he or she may be disciplined as a result of his or her answers provided during the investigation; and
  • the employee requests representation.

Employees do not have a right to union representation when discussing work assignments or performance issues with a supervisor or manager. Pinnacle Program Open Enrollment Extended

Applications are still being accepted for the Fiscal Year 2017 Pinnacle Program. The Pinnacle Program offers GS-15 employees the opportunity to build proficiency in mission critical leader competencies, while tackling high-level Agency issues. The Program is designed to transition candidates from leading operations and programs, to strategically leading the organization at the highest level of the agency.

The Pinnacle Program is open to permanent FEMA GS-15 employees, with two years of experience with the Agency. Individuals currently participating in a developmental program are not eligible to apply. Applicants must have received a rating of Achieved Expectations or higher, on their last annual/quarterly review and must remain in good standing throughout the program.
