1. In alignment with REFs (A) through (C), and as part of the Coast
Guard's efforts to revolutionize its organizational structure and
enhance mission readiness through Force Design, the Coast Guard
has established the Office of Robotics and Autonomous Systems Forces
(CG-781) within the Assistant Commandant for Capabilities (CG-7).
    a. To align with strategic goals for unmanned and autonomous
systems, the Coast Guard requires a dedicated program office to
manage, sustain, and integrate these new capabilities into fleet
operations.
2. The Office of Robotic and Autonomous Systems Forces
(CG-781) serves as the Coast Guard's program office and sponsor for
Robotics and Autonomous Systems (RAS), responsible for developing,
promulgating, and maintaining capability requirements, doctrine,
policy, standards, force structure, training, and workforce
strategies for Unmanned Systems (UxS) and Counter-Unmanned Systems
(C-UxS). The office is divided into five key divisions:
    a. Resources Division (CG-7811): Manages Robotics and
Autonomous Systems (RAS) resource strategy, Planning, Programming,
Budgeting, and Execution (PPBE), workforce and staffing, force mix
analysis, facilities planning, and policy and legal coordination.
    b. Unmanned Aircraft Systems Division (CG-7812): Manages Unmanned
Aircraft Systems (UAS) capability development, requirements, policy,
training, resourcing, testing, safety, and fleet integration for
Long Range Unmanned Aircraft Systems (LR-UAS), Medium Range Unmanned
Aircraft Systems (MR-UAS), and Short Range Unmanned Aircraft Systems
(SR-UAS).
    c. Counter Unmanned Systems Division (CG-7813): Manages
Counter-Unmanned Systems (C-UxS) capability development,
requirements, policy, training, resourcing, testing, safety, and
fleet integration for air, surface, and subsurface threats.
    d. Unmanned Maritime Systems Division (CG-7814): Manages unmanned
maritime capability development, requirements, policy, training,
resourcing, testing, safety, and fleet integration for Unmanned
Ground Vehicles (UGVs), Unmanned Surface Vessels (USVs), Unmanned
Underwater Vehicles (UUVs), and Remotely Operated Vehicles (ROVs).
    e. C5ISR Division (CG-7815): Manages Robotics and Autonomous
Systems (RAS) Command, Control, Communications, Computers,
Cybersecurity, Intelligence, Surveillance, and Reconnaissance
(C5ISR), and Autonomy policy, requirements, cybersecurity,
spectrum, systems integration, resourcing, testing, and secure
data interoperability.
3. The announcement and policy for the enlisted Robotics Mission
Specialist (RMS) rating and Chief Warrant Officer (CWO) Robotics
Mission Manager (RMM) specialty was made in REFs (D) and (E). The
management of the RMS and RMM workforce is shifted from DCS/DCS
RMS IPT to (CG-781) effective immediately.
