1. Purpose. This ALCOAST announces the promulgation of REFs (A)
and (B).
    a. REFs (C), (D), and (E) were cancelled with the publication
of REFs (A) and (B).
    b. Policy previously found in REF (C) can be found in REF (A).
    c. Prior content contained in chapter 7 of REF (E) is now
superseded and replaced by REF (A).
2. Authority Reconciliation. Policy published prior to the release
of REF (A) regarding officer appointment designation, evaluation,
and personnel boards that was previously published via ALCOAST for
REFs (B) through (E) was superseded and replaced by REF (A).
3. Command Direction. REFs (A) and (B) are rewritten in their
entirety. All commands must ensure widest dissemination of the
COMDTINST updates.
