SUBJ: ASSIGNMENT YEAR 2027 (AY27) RESERVE SENIOR COMMAND SCREENING
PANEL
A. Guidance and Eligibility Criteria for Officer Personnel Boards and
   Panels, PSCINST 1401.1 (series)
1. The AY27 Reserve Senior Command Screening Panel (RSCSP) will convene
16 November 2026 to screen eligible officers for command of Port Security
Units (PSUs) and Coast Guard Reserve Units (CGRUs) augmenting Combatant
Commands (COCOMs). All AY27 command screenings will be at the member's
request, unless adequate candidate pools are not attained.
2. Key dates and information:
   a. 28 September 2026: Direct Access (DA) application.
   b. 28 September 2026: Waiver requests due to PSC-RPM.
   c. 02 November 2026: Last day to submit communications to the panel.
   d. 16 November 2026: Panel convenes.
3. The AY27 RSCSP will screen eligible candidates in accordance with
reference (A) for the following commands:
   a. O6 Commands:
      CO CGRU JOINT STAFF SOUTH/00044438
      CO CGRU US INDO PACIFIC COMMAND/00072047
   b. O5 Commands:
      CO PSU 308/00053118
      CO PSU 309/00045711
4. To be considered by the RSCSP, officers must meet the following criteria.
   a. CO CGRU Commands. Meet any one of the following assignment/education
      combinations:
      (1) PSU command cadre (CO or XO), Maritime Expeditionary Security
      Squadron (MSRON)/Maritime Expeditionary Security Group (MESG) O5/O4
      assignment, or COCOM/JSS CGRU XO.
      (2) PSU, MSRON/MESG COCOM/JSS CGRU, or Joint Staff assignment and Joint
      Professional Military Education (JPME-1) completion.
      (3) Any Area/District/Sector/Base Senior Reserve Officer (SRO) duty and
      JPME-2 completion.
   b. CO PSU Commands. Served in one of the following positions:
      (1) PSU XO, Operations Officer, or Engineering Officer (with prior
      waterside/shoreside/communications division officer assignment).
      (2) MSRON/MESG (O5/O4 assignment).
      (3) SRO at any CG unit with PSU Insignia or Advanced Boat Forces
      Insignia.
      (4) Tactical DSF department head assignment with Advanced Boat Forces
      Insignia.
      (5) Joint Staff assignment with a minimum of two years experience at a
      MSRON/MESG or PSU with prior waterside, shoreside, communications
      division officer assignment.
5. In lieu of the waiver process, and for PSC awareness, applicants that
are not tour complete in AY27 must have a positive DA command endorsement
describing any negative impact from the early rotation.
6. Eligible reserve officers who desire an O6 or O5 Commanding Officer
assignment must apply through the panel submission process. Officers who
have been selected for Captain or Commander in Promotion Year 2027 may
request screening if otherwise qualified.
7. Senior officers who have already held command in the same grade are not
eligible to apply.

9. Waiver Requests: Members who believe they have the skillsets and
qualifications for these screened positions but do not meet the eligibility
criteria of REF A may request a waiver. Waivers will be granted based on
service needs. Send endorsed memo waiver requests via email to the panel
coordinator NLT 28 September 2026.
10. Application deadline is 28 September 2026. No applications will be
accepted after the deadline. On or about 29 October 2026, PSC-RPM will
release an initial candidate confirmation message listing all members who
have requested and are found eligible to screen for command.
11. Those unable to connect to DA may communicate their requests to screen
via email to the RSCSP coordinator and follow up with a panel submission as
soon as DA connectivity is available.
12. All members must ensure their DA information is accurate.
