SUBJ: ANNOUNCING THE ESTABLISHMENT OF RESERVE INTEGRATION OFFICES
(RIOS) AND THE RESERVE SERVICING PAY OFFICE (R-SPO)
A. Reserve Force Readiness System (RFRS), COMDTINST 5320.4B
1. On 15 SEP 2026, the Coast Guard will establish seven
geographic Reserve Integration Offices (RIOs) and a single Reserve
Servicing Pay Office (R-SPO). This historic restructuring
consolidates 103 military Full-Time Support (FTS) positions from
Areas, Districts, Sectors, Bases, and LOGCOM to provide the Reserve
Component (RC) with dedicated, specialized support. This effort will
ensure operational commanders have ready Reserve forces to best
achieve outcomes across their operational domains.
2. RIOs will be established within seven Districts, with Northwest
District's RIO also supporting the Oceania and Arctic Districts. All
RIOs will be staffed with FTS members and will utilize embedded
Reserve Readiness Program (RRP) staff for training and readiness and
Reserve Personnel and Administration Teams (RPATs) for personnel and
administrative functions. In AUG 2026, FTS staff at Sectors, Bases,
and Districts will be reorganized into RIOs.
3. Centralized R-SPO.
    a. On 15 SEP 2026 "go-live" date, RPATs and the R-SPO will
officially assume all servicing responsibilities for reservists.
    b. On the "go-live date," the centralized R-SPO will assume all
pay and servicing personnel office (SPO) functions for the RC to
streamline service delivery and improve overall readiness.
4. Policy Update. Per internal controls, COMDT (CG-R) will
incorporate the new functional statements into the next update
to REF (A).
5. Commands will retain operational control and responsibility for
the readiness and training of their assigned reservists.
PACAREA (PAC-13) will continue servicing reservists assigned to
Port Security Units. To ensure all Coast Guard commands, active
