SUBJ: NOMINATIONS FOR THE 2026 NAVAL ENGINEERING AWARDS (SIX AWARDS)

B. ASNE Sponsored USCG Awards Program
1. The Office of Naval Engineering (CG-SEA-E) sponsors
six annual awards for outstanding contributions and achievements
within the Coast Guard Naval Engineering program. Nominations for
these awards are open to Coast Guard personnel and organizations as
specified in paragraph 3.
2. NOMINATION PROCEDURES.
a. Individuals may be nominated by an Area Commander, District
Commander, Sector Commander, Commanding Officer, COMDT (CG-SEA-A)
Program Manager, COMDT (CG-SEA-E) or Surface Forces Logistics Center
(SFLC) Product Line Manager or Shared Service Division Chief.
b. Nominations must be submitted electronically and include a
cover memo, a draft award citation, and a summary of significant
accomplishments, (limited to two pages total), which includes
evidence of specific involvement and an assessment of the
significance of the nominee's accomplishments.
c. The nomination memo must be included as a PDF document with
the nominator's wet or digital signature.
d. All submitted documents will be forwarded as an email
attachment to the POC listed below.
e. The deadline for electronic submission for all awards is
04 SEP 2026.
3. AWARD AND ELIGIBILITY CRITERIA. Per REFs (A) and (B), is
summarized by award type as follows:
a. Captain Richard D. Poore Award: Regular or reserve Coast Guard
officer (active, inactive, or retired) or a Coast Guard civilian
employee (active or retired) GS-9, WS-12, WL-12, WG-12, or above who
has made a most significant contribution to Coast Guard Naval
Engineering within the past three years, culminating in July 2026.
The award is named for Captain Richard D. Poore, former Chief, Naval
Engineering Division, MLC Atlantic, 1999-2004. Nominees will be
evaluated on the following criteria: leadership of others,
professional development of Naval Engineers, Naval Engineering
Program enhancement, external agency/society involvement, and
community service.
b. Vice Admiral E. L. Perry Award (Afloat): Regular or Reserve
Coast Guard officer assigned to an afloat unit, who has made an
outstanding contribution to the Coast Guard Naval Engineering
Program within the past year ending in July 2026. Nominees will be
evaluated on the following criteria: leadership/mentorship,
technical proficiency, initiative, and Coast Guard impact.
c. Vice Admiral E. L. Perry Award (Ashore): Regular or Reserve
Coast Guard officer (active, inactive, or retired) or Coast Guard
civilian employee (active or retired) GS-9, WS-12, WL-12, WG-12,
or above assigned to a non-afloat Coast Guard Naval Engineering
organization (e.g., COMDT (CG-SEA), SFLC Product Line, Project
Resident Office (PRO), Surface Acquisitions Logistics Center
(SALC), Base Naval Engineering Department, CG Yard, Sector, etc.)
or assigned to any department, division, section, branch, or
working group within a non-afloat Naval Engineering organization
who has made an outstanding contribution to the Coast Guard Naval
Engineering Program within the past year ending in July 2026.
Nominees will be evaluated on the following criteria:
leadership/mentorship, technical proficiency, initiative, and
Coast Guard impact.
d. Vice Admiral B. L. Stabile Award: Regular or reserve
(active, inactive, or retired) Chief Warrant Officer, Chief Petty
Officer (E7 to E9), Petty Officer (E4 to E6), or Coast Guard
civilian employee (active or retired) GS-8, WS-11, WL-11, WG-11,
or below who has made an outstanding contribution to the Coast Guard
Naval Engineering Program within the past year ending in July 2026.
Nominees will be evaluated on the following criteria: technical
proficiency, initiative, and Coast Guard impact.
e. Rear Admiral R. S. Lucas Plaque (Afloat): Any Coast Guard
cutter or afloat engineering department that has made an outstanding
contribution to the Coast Guard Naval Engineering Program within the
past year ending in July 2026. Nominees will be evaluated on the
following criteria: Naval Engineering accomplishments, teamwork,
supporting operational readiness, and professional development of
Naval Engineers.
f. Rear Admiral R. S. Lucas Plaque (Ashore): Any non-afloat
Coast Guard Naval Engineering organization (e.g., COMDT (CG-SEA),
SFLC Product Line, Project Resident Office (PRO), Surface
Acquisitions Logistics Center (SALC), Base Naval Engineering
Department, CG Yard, Sector, etc.) that has made an outstanding
contribution to the Coast Guard Naval Engineering Program within
the past year ending in July 2026. Sub-unit nominations to include
any department, division, section, branch, or working group within
a non-afloat Naval Engineering organization are also strongly
encouraged. Nominees will be evaluated on the following criteria:
Naval Engineering accomplishments, supporting operational readiness,
and professional development of Naval Engineers. Unit size will be
considered when evaluating overall impact of nominee.
4. FINAL SELECTION AND PRESENTATION. Award winners will be announced
during the first quarter FY27 following a selection panel as
determined by the Naval Engineering Program leadership. The Award
presentations will be coordinated directly with award winners.
