1. BLUF. As announced in REFs (A) and (B), progress continues
to transition the Coast Guard to its modernized enterprise training
tool, the Competency & Operational Baseline Readiness Application
(COBRA). Following successful implementation across Command Centers,
developers are leveraging lessons learned to ensure maximum system
stability. To effectively manage this complex transition, the
timeline is refined to target full service-wide deployment in early
CY 2027. Unless directed by their respective Program Offices, units
must continue managing training requirements manually.
2. Transition Overview. Per REFs (A) and (B), COBRA is a
modernized training management platform purpose-built to address
legacy gaps and specifically designed to track personnel
competencies, training currencies, and operational readiness.
Program Offices will notify units as they are scheduled for
transition, providing guidance to help personnel gain
familiarity with the application.
3. Progress to date:
    a. Command Centers. Command Center personnel are now fully
operational in COBRA, tracking over 2,000 competencies and 41,000
currency tasks across 71 units. Users report highly positive
feedback regarding the system's ease of use and modern interface.
    b. Data Validation. The Office of Rapid Response & Prototyping
(CG-RAPTOR) and Program Offices have validated over 1,000
competencies and permanently removed approximately 400 obsolete
legacy items, establishing a more streamlined baseline for improved
training management and oversight.
    c. Reporting and Integration. COBRA features interactive
reporting functions and a modular design, providing flexibility for
future integration with automated processes and other enterprise
systems.
4. Next steps. COBRA's phased deployment is actively progressing.
    a. Active Testing. COMDTs (CG-MLE-1), (CG-731), (CG-751), and
(CG-SAR-1) are currently utilizing the COBRA Train environment.
Low-rate live testing for additional field units will begin in
June 2026, followed by phased deployments within those communities.
    b. Subsequent Integrations. Initial planning and requirement
mapping activities are underway to transition the next wave of
communities: Weapons, Aids to Navigation (CG-NAV-1), National Strike
Force, and Marine Environmental Response.
5. Actions.
    a. Transition Coordination (COBRA Live). Units must wait for
official notification from their respective Program Office before
utilizing COBRA for official operational use. Training officers
should monitor established communication channels for transition
updates.
    b. Familiarization (COBRA Train). While live access remains
restricted, all personnel are invited to test and familiarize
themselves with the COBRA Train environment. Entries made in COBRA
Train do not constitute official records and are meant strictly to
allow users to learn the system.
    c. Manual Tracking & Readiness. As outlined in reference (B),
units must continue using exported TMT data and manual methods to
track requirements. Training officers remain responsible for
ensuring all personnel are current in job-specific requirements and
should stay tuned for transition updates.

At this time, direct technical support is limited to units
officially operating in COBRA Live. For all other questions
regarding the transition timeline or manual tracking procedures,
training officers should contact their respective Program Office
representatives.
